PRIMARY FUNCTION: The Manager, Audit and Investigation leads the organization’s oversight of legal aid lawyer performance, billing compliance, and complaint resolution. The role ensures that contracted lawyer services are delivered in accordance with policies, organizational standards, regulatory requirements, and client needs. Leading a team of staff lawyers, investigators, auditors and analysts, this position helps protect the integrity, quality, and accountability of service delivery provided by LABC’s roster of tariff lawyers. KEY ACCOUNTABILITES: Leadership & Strategy Develop and lead the Audit and Investigation department, setting its strategy, work plans, and operating procedures Establish and maintain policies, protocols, and manuals for the work of the department including billing audits, complaints management, and performance monitoring. Report and provide strategic advice to the General Counsel and Executive Management on systemic and emerging risk, trends, and improvements relating to tariff lawyer services. Complaint Management Oversee the intake, triage, investigation, and resolution of client complaints relating to tariff lawyer conduct and performance in accordance with established policies and procedures Establish and maintain complaint processes that are transparent, fair, timely and efficient with appropriate escalation and prioritization protocols Coordinate and negotiate with the law society on disciplinary matters related to legal aid services Billing Audit & Compliance Direct risk-based as well as random audits of tariff lawyer billings to assess compliance with policies and contractual terms Determine and oversee the process to address overbillings inconsistencies, or suspected misuse and coordinate corrective action Maintain a framework for annual audit cycles and continuous improvement Reporting Develop and prepare dashboards, reports and summaries to facilitate oversight and reporting, and to inform organizational strategic planning Prepare and/or contribute to reports, to the Board of Directors and its committees Supervision of Staff Hire, train, supervise, evaluate, discipline, and dismiss department staff as required Approve vacation, time off, training, expenses, and manage the attendance of department staff Establish staff goals and objectives Coordinate and delegate work projects Act for the department in processing grievances and applying the collective agreement Participate in the development of Personal Development Plans Manage and oversee the work of consultants, and negotiate and administer their contracts as required General Represent the department, make presentations, participate in committees, and participate in LABC projects within other areas Challenge current practices and evaluate opportunities for improvement Keep up to date on emerging standards and implement best practices Required Education, Skills & Experience Graduate or professional degree in law, business administration, risk management, accounting, or a related field 5+ year of progressively responsible experience in compliance, risk management, audit, or a similar oversight function Experience in oversight of regulated professional service providers (eg. legal, health care, financial) Prior leadership or management experience Familiarity with the principles of administrative fairness and statutory decision-making Demonstrated proficiency in planning, organizing, coordinating and administering departmental programs, and in analyzing related information Knowledge of risk-based and random internal audit procedures, including planning, techniques, testing and sampling methods and an understanding of the requirements set out in the IIA's Standards for the Professional Practice of Internal Auditing Knowledge in the use of analytical or statistical tools and procedures in the area of auditing Excellent written and verbal English-language communication skills Proven ability to deal with very sensitive and confidential information in a professional manner Experience with reporting to executive level management and Board level committees Familiarity with sound business practices and concepts related to management assertions, business ethics, and internal controls in an operational or financial context Proven ability to manage a team and provide effective leadership We offer (based on your employment status and affiliation): Four weeks paid vacation to start that grows the longer you are with LABC An excellent employee benefits package, where premiums are 100% paid by LABC A generous defined benefit pension plan Support for training and development An Employee and Family Assistance program The opportunity to participate in various Employee programs (Employee Wellness, etc.) Support for a healthy work/life balance Generous leave provisions (sick time, special leaves) 13 paid statutory holidays An opportunity for a flexible hybrid work arrangement for some positions (LABC reserves the right to change this policy at any time) Transit friendly employer for eligible staff to have their commute subsidized Dog-friendly offices Dedicated Cultural Leave provisions for Indigenous employees An Equity, Diversity and Inclusion Council, and Indigenous employees Council and Accessibility Committee of employees from equity-seeking groups that advises on ongoing improvements and investments in Equity, Diversity and Inclusion at our workplace VISIT OUR WEBSITE AT www.legalaid.bc.ca We would like to thank all external applicants for their interest but regret that only those shortlisted will be contacted.
