The Chief Pilot is responsible for administering all matters concerning pilots, pilot training, examinations, competency tests, enroute operations, and operating limitations of aircraft and crew. The Chief Pilot supervises and acts as a mentor to rotor wing pilots, directs flying activities at various geographical locations, and establishes controls to ensure adherence to Transport Canada and company regulations at all times.
Responsibilities:
- Responsible for the professional standards of flight crews for their qualifications, developing and implementing all required approved training programs, and issuing directives and notices as required.
- Actions and distributes accident, incident, and other occurrence reports.
- Observes and controls safe and efficient work systems through the monitoring and supervision of flight crews in operations.
- Measures performance of aircrew in operations in line with Company objectives, goals, and regulatory requirements.
- Advises the Director in the selection of all applicants for flight crew employment and approves them where appropriate.
- Travels to bases for supervision, auditing, and management of employees and assets.
- Works with training manager to forecast annual training requirements and monitors projected cost estimates for use by the Finance department.
- Approves requests for proposal for training suppliers in coordination with the Director.
- Accountable for response to Transport Canada if there is a scheduling violation.
- Responds to scheduling escalations and determines possible solutions to prevent the scheduling flag from occurring again in the future.
- Applies understanding of Canadian Aviation Regulations (CAR’s) requirements concerning scheduling and the collective bargaining agreement to coordinate staffing levels to meet Ontario Health Service Delivery Plan for Ornge crew.
- Monitors flight standards in accordance with Pilots Operating Handbook and Standard Operating Procedures (SOP).
- Collaborates with flight safety to ensure that flight safety is considered in the development of SOPs to maximize safe, effective, and efficient processes and minimize risk.
- Ensures flight operations personnel understand applicable regulatory requirements, standards, and Company safety and quality policies.
- Identifies and develops the resources to ensure safety and efficiency in flight operations.
- Reviews the standards and practices of Company personnel as it impacts flight safety.
- Provides direction in achieving safety and quality (flight operations).
- Assists in developing safety and quality policy and procedures (flight operations).
- Participates in Aviation Safety investigations as per the Chief Operating Officer, Aviation.
- Liaises with and advises Company management, as well as all flight crew to address external and internal safety issues that concern flight operations.
- Makes recommendations to senior management with regards to any safety initiatives or technology upgrades that could improve safety standards in our operation.
- During absences, acts in place of the Director of Flight Operations.
- Operates the company aircraft as either pilot-in-command or second-in-command during normal and ad hoc operations.
Qualifications:
- University or college program in Science, Business or Aviation, or an acceptable combination of education, training, and/or experience.
- 3-4 years of previous experience in Rotor Wing, specifically as pilot-in-command of multi-engine helicopters and must have experience with night vision goggles (NVGs).
- Demonstrated knowledge of the content of the Approved Check Pilot Manual, as applicable, the Company Operations Manual, the provisions of the regulations, and standards and flight operating procedures.
- Must possess an Airline Transport Pilot License (Helicopter) with a Group IV Instrument Rating.
- Must be qualified in accordance with the air operators training program to act as pilot-in-command for the type operated.
- Must be approved by Transport Canada (i.e., flight time, content of the Company Check Pilot Manual, as applicable, the Company Operations Manual, the provisions of the regulations, standards, and flight operating procedures necessary) to carry out the duties and responsibilities to ensure safety.
- Controlled goods certification.
- Exceptional leadership skills with a proven ability to mentor/coachand fosters a culture of collaboration and teamwork amongst staff.
- Ability to create and foster collaborative working relationships with educational institutions and flight schools to advance recruitment attraction, sourcing and hiring efforts. Participates in career and PR related events. Co-lead or leads web and in-person information session as a key representative of Ornge’s leadership team.
