Position Summary Director, Planning \& Design
Primary Responsibilities
- Overall responsibility for leading and managing the design and technical Redevelopment Team including internal (staff) and external resources (consultants).
- Work in partnership with the Director, Service Planning and Operational Readiness to lead the redevelopment team, external consultants, advisors and sponsors to identify and achieve redevelopment goals.
- Lead open communication and effective collaboration with the Redevelopment team to ensure a cohesive approach to successful project delivery.
- Work closely and effectively with internal hospital resources in communications, finance, procurement, quality, biomedical, IT, facilities and engineering.
- Lead and oversee the technical Redevelopment Team in the development of all project documentation, including Ministry of Health submission requirements and all efforts to prepare for and advance from stage-to-stage
- Lead further development and expansion of the Redevelopment Team as required to deliver the Redevelopment in a timely manner.
- Keep current with changes in legislation and regulations and ensures the requirements of the hospital are known and are adhered to.

- Participate in and share accountability with the Director, Service Planning and Operational Readiness for the further development of the Redevelopment Roadmap and Schedule.
- Participate and be accountable for the Work Breakdown Structure(s) for the technical project requirements.
- Participate in the development, execution, and evaluation of Request for Qualifications (RFQ's) and Request for Proposals (RFP's) as required throughout the project lifecycle; participate or co-lead the process post announcement of preferred proponent throughout design and construction. This process may vary depending upon the P3 procurement model.
- Participate in and share accountability with the Director, Service Planning and Operational Readiness for the development and maintenance of the project management documents such as the Project Risk Register and Issue Log as it relates to the technical scope of the project to ensure risks are tracked and managed, and issues are identified and resolved early.
- Lead the technical Redevelopment Team and work with external and internal partners as required, to ensure that the development of design reports, Ministry of Health submission requirement documents, and other technical project documentation is aligned with the Project Vision, Project Roadmap, Ministry of Health Design Standardization requirements and is coordinated and integrated.
- Lead the development and provision of regular project reporting.
- Share responsibility with the Director, Service Planning and Operational Readiness for leading development of a design performance management report to ensure that all elements of the hospital's design program are being achieved at all stages of the project.
- Attend and participate in user groups and act as the link for project-related communication related to design of building, systems design, infrastructure, site works, utilities, and major equipment requirements.
- Participate in work to establish a site selection process that is transparent and fair, reflects the needs of the community, and supports the delivery of a new acute care hospital including but not limited to initial process design, criteria development, governance structure, call for lands, evaluation, due diligence and transaction.
- Secure and manage the work of external consultants and subject matter experts in the execution of the site selection process.
- Provide support to any and all part of the site selection processes as required including preparation of Board of Directors materials.
- Attend or co-lead as required with the Director, Service Planning and Operational Readiness, all project-related meetings with the Redevelopment Steering Committee, Senior Leadership Team, BCHS Board of Directors and Committees of the Board, Ministry of Health, Ontario Health, Infrastructure Ontario, and others as required.
- Share accountability with the Director, Service Planning and Operational Readiness, for the development of presentation and reporting materials for the Redevelopment Steering Committee, Senior Leadership Team, BCHS Board of Directors and Committees of the Board, Ministry of Health, Ontario Health, Infrastructure Ontario, and others as required.
- Ensure a collaborative approach to decision making, ensuring agreement and signoffs are obtained from others as required.
- Assist with project-related communication planning and stakeholder engagement.
- Working with internal procurement partners and others as required, including IO and the PDC team once engaged, lead the procurement of consultants, vendors, and others in line with the Broader Public Sector guidelines and other associated regulations and industry best practices.
- Assuming a P3 procurement model, work with hospital leadership to support the hospital's engagement during the RFP procurement and review process.
- The Director, Planning \& Design will facilitate effective and timely decision-making throughout the development and execution of the Redevelopment, particularly during early planning, and be accountable for executing the approved redevelopment scope, schedule and budget throughout detailed planning and the remaining stages of the redevelopment process. This position will report to and seek support from the VP, Redevelopment \& Capital Projects and ensure that decisions follow the formal approval process established for the project. Issues will be identified and escalated up to the VP, Redevelopment \& Capital Projects as required.
- The Director, Planning \& Design in partnership with the Director, Service Planning \& Operational Readiness is responsible for the management of Redevelopment team staff and consultants.
- The Director, Planning \& Design will ensure the timely delivery of all project deliverables to meet major project milestones including Revisions to Proposal, Functional Program, Site Plan, Design and PSOS Development. The Director, Planning \& Design, will also ensure timely delivery of the balance of project deliverables throughout the Transaction Development, Procurement and Construction stages.
- This position will collaborate with the Redevelopment team as well as internal hospital team members and external consultants, as required, in a spirit of "Plan, Do, Check, Act" to meet project objectives.
Mandatory Qualifications
- Master's Degree in Engineering or Architecture
- Bachelor's degree in a related field.
- Minimum 5 years of progressive leadership experience in healthcare capital projects, including participation in healthcare capital planning and familiarity with Lean or Agile project methodologies.
- Proven ability to deliver exceptional customer service and demonstrate strong organizational, interpersonal, communication, leadership, judgment, critical thinking, and decision-making skills.
