The People \& Equity Division is transforming its People Analytics service to better meet the evolving data and information needs of the City related to its most important resource, its people. This is an exciting opportunity for an experienced, strategically minded, and politically savvy project manager, adept at leading business transformation initiatives, to support People \& Equity in growing and developing its People (HR) analytics and insights capabilities.
As Project Manager, Business Transformation, you will be responsible for defining, prioritizing, and delivering projects that help the City implement its HR Business Intelligence strategy \& roadmap. Your work will include leading and managing projects that advance long-term goals and deliver quick wins with tangible impacts for our Workforce, Analytics \& Insight team, and our business clients. Your primary focus will be on structuring and delivering the People Analytics service in alignment with the Enterprise BI program, collaborating closely with IT partners to translate business strategy into technology capabilities and BI products.
As part of the Workforce Analytics and Insight unit leadership team, you will help identify, analyze, and resolve issues, contributing to the core business of providing data, reporting, and insights to various clients.
Project Management: You bring a thorough understanding of project management methodologies, documentation, and resource management. Your skills will be applied to developing detailed plans, managing projects, ensuring effective teamwork and communication, maintaining high standards of work quality, and conducting research considering sector developments, policies, legislation, and government initiatives. You will develop and maintain project documentation, including templates, spreadsheets, reports, briefing notes, and presentations, ensuring consistency.
Change Management: You will plan and implement business transformation initiatives, aligning projects with divisional and corporate objectives related to modernization and transformation. Your approach will include managing the people side of change, supporting impacted groups, and ensuring sustained benefits and adoption.
Research and Report Writing: With excellent writing and presentation skills, you will prepare reports, briefing notes, and background information, as well as presentations for senior management. You will identify policy, resource, and system issues, develop mitigation plans, and support the development of performance measures and success criteria.
Stakeholder Engagement: Your political acuity and ability to work with various government levels and teams will be vital in building support and buy-in across senior management and partners.
What do you bring to the role?
- Extensive experience leading large-scale enterprise projects, preferably in People Analytics/HR Business Intelligence within complex environments.
- Experience managing the people side of change and gaining support from managers and senior leaders.
- Proven ability to manage and facilitate teams, committees, or work groups supporting divisional objectives.
- Deep experience in project management methodologies (PMBOK and/or Agile). Experience with HR or People Analytics projects is a plus.
- Knowledge of BI tools such as Tableau, SAP Analytics, Power BI, especially in People Analytics contexts.
- Experience with ERP systems like Oracle HCM, Workday, MS Dynamics 365; SAP SuccessFactors experience is advantageous.
- Post-secondary education in Business Administration, Human Resources, Project Management, or related fields, or equivalent experience. Certifications in project or change management are assets.
- Strong analytical skills with quantitative and qualitative research methods.

- Discretion in handling confidential HR and transformation information.
- Proficiency in Microsoft Office Suite and project management tools.
