Career Opportunity What You Will Do
- Coordinate and administer the daily activities relating to section specific contracts for the supply of goods and services for the section's requirements.
- Determine the user's product/service and scheduling requirements.
- Source products/services to meet the user's needs (i.e. quality, cost, availability, etc.).
- Develop and update terms of reference and specifications based on the user's requirements for tender/proposal documents.
- Monitor systems, contract changes, revisions, expenditures and vendor performance to ensure on-time delivery/material returns; inspect the quality of goods and services received; monitor vendor compliance with terms and requirements of specifications.
- Coordinate the authorization and implementation for all contracts; prepare related documents including contract award letter, Purchase Orders and/or Commission Reports for authorization of contracts.
- Participate in preparing departmental reports and status updates on diverse matters relating to the section's activities: procurement, contract awards, claims, inventory control, inspection visits, systems management, expenditures, or vendor compliance.
- Coordinate and administer the process of selecting qualified vendors using information from websites, past practices, industry knowledge, etc.
- Develop evaluation criteria and weighting (if applicable) for use in evaluating and comparing proposals.
- Evaluate the commercial submissions of vendors and preparing commercial analyses to recommend a vendor(s) for contract award in conjunction with the Buyer.
- Conduct post award meetings with vendors to ensure smooth transition during contract start-ups.
- Locate and develop alternate sources of supply for goods/services to increase the competition and reduce the cost of goods/services purchased.
- Monitor and expedite all outstanding contract items and "emergency" orders for timely delivery.
- Meet with vendors to discuss and resolve various issues (i.e. disputes, complaints, performance, etc.).
- Interpret commercial aspects of the contracts and ensuring compliance with terms and the requirements of the scope of the work.

Completion of a post-secondary college diploma or university degree in a related discipline or a combination of education, training and experience deemed to be equivalent.

Thorough knowledge of purchasing, contract administration and materials management principles, methods and practices.

Knowledgeable of the procurement process in a public bidding environment including bid issuance, evaluation and award activities.

Knowledgeable in the negotiation of contract terms and resolving disputes, managing vendors and expediting goods and services as well as knowledgeable of contract documents and sources of supply.

Sound judgement, good analytical and problem-solving skills, effective interpersonal, verbal and written communication skills.

Strong organizational skills to deal with urgent requirements, tight deadlines and changing priorities.

Good working knowledge of personal computers and computerized applications related to the work.

Must have or acquire knowledge of TTC garage and shop operations.

Some technical knowledge of passenger vehicles and equipment would be considered an asset.

Must have a valid Ontario "G" class driver's license and access to a personal vehicle for use in visits to vendors and TTC properties.
