Main Purpose and Function
The primary focus of this role is to provide senior management with objective and comprehensive business and process analysis of the Supply Chain Management’s processes, systems, staffing, and to provide recommendations based on the analysis performed with a view to continuously improving business operations.
The successful candidate will play a key role in supporting the Supply Chain Management department in the development of models and tools to measure departmental efficiency and value creation within the organization. The candidate will develop methodology and supporting analytical tools which will provide data and visibility into enterprise spend. The incumbent will also define and support the analytics required for development and implementation of the category strategies through the analysis of relevant business data within the Category Management function as well as the creation and analysis of information required to support the departmental operations.
The Analyst has access to confidential information and makes recommendations for changes in methods, processes and procedures that may impact operational areas as well as budgets and salaries, staffing workloads, working conditions, changes in positions or staffing levels.
Specific Duties and Responsibilities
Business Process Reviews & Management - the individual will:
Lead or participate in business process reviews of Supply Chain Management, including provision of recommendations regarding processes to identify opportunities for improvement. These include: reassignment of work, redefinition of department staff roles/responsibilities, reengineering of business processes that may impact on staffing workloads, working conditions, changes in positions or staffing levels
Analyses the business objectives and maps out alignment with future direction, providing direction to the senior team on the feasibility of achievement of objectives.
Conduct product/process fit/gap analysis and develop strategies for achieving desired vision of meeting best practices
Identify organizational and business process impacts expected to result from the migration from existing processes to a centralized environment - recommends and implements strategies to minimize those impacts.
Analyze, validate and document ongoing business requirements.
Create and document cross functional workflows, communicate workflow and implications to stakeholders.
Consult with departments to transition work from existing procedures to new/revised procedures for system implementation (i.e. new roles, responsibilities, revised work sequencing).
Participate in departmental Strategic Planning sessions to contribute in the development of the vision and mandate for Supply Chain Management and the plans for its implementation.
Identify implications and make recommendations for changes in processes and procedures that may have an impact on operational areas as well as staffing workloads, working conditions, and changes to positions or staffing levels.
Develop cost-savings capture, validation and reporting model. Assist in developing annual departmental savings and other key performance indicator targets and be responsible for continuous monitoring (monthly / quarterly / annual reporting).
Develop spend analysis methodology and tools which will assist in identification, gathering and analysis of various spend data as it applies to Category Sourcing. The data will encompass internal aspects such as corporate spend, category spend and business forecasts, or external aspects such as market drivers and trends, market composition, market demand and supply, competitor practices or trends and practices in other economic sectors.
Development of data gathering extracts and ongoing data cleansing to provide visibility to key elements of Supply Chain spending and operational data.
Develop key reporting to support operational decisions and planning and category spend analysis
Develop relevant metrics (quantitative and qualitative) designed to measure; internal departmental efficiency; overall spend management; procurement operations; supplier performance management; savings.
Perform detailed analysis on a category to understand the market trends, cost drivers, the supply market and best practices. This includes real-time market analysis, including price benchmarking based on 3rd party knowledge of industry transaction data.
Develop and apply bid evaluation models that focus on Total Cost of Ownership, based upon corporate and strategy specific Value Drivers.
Work closely with Financial Planning and Analysis business unit and departmental budget staff to ensure all financial and budget information is exchanged and provided in a timely and accurate manner. Perform detailed analysis on a category to understand the market trends, cost drivers, the supply market and best practices. This includes real-time market analysis, including price benchmarking based on 3rd party knowledge of industry transaction data.

Responsible for working closely with Financial Planning and Analysis business unit and departmental budget staff to ensure all financial and budget information is exchanged and provided in a timely and accurate manner.
Serve as the main point of contact with the Performance Management group to report and analyze departmental key indicators.
Lead the process of creating information and analysing data
Operational Analysis - the individual will:
Research, analyze and recommend options (based upon potential productivity improvements, City benefits) for operations, including work flow improvements, training and staffing.
Research and prepare reports to senior management on the progress of the business process re-engineering efforts – i.e. performance against project objectives and business case objectives.
Research and prepare presentations to senior management, Council, and external agencies on, usage, metric, and reporting/consolidation.
Research best practices, and recommend procedures, policies, and standards
Other duties/responsibilities as assigned.
Qualifications
Education and Experience:
Undergraduate degree in Finance, Supply Chain, Business Management or Accounting:
Five years of experience in:
Spend analysis process;
Business process and analysis;
Cost modelling;
Data gathering, cleansing and reporting
Metrics and scorecard development;
Benchmarking and Performance Management;
Market research;
The strategic sourcing process while using techniques required to identify and collect supporting research.
Experience with data management and analytics tools
Experience in using supply chain tools such as Porters Five Forces, PESTLE, and Purchase Price Cost Analysis;
Experience with Lean Six Sigma and Continuous Process Improvement tools and methodologies;
Knowledge, Skills and Abilities:
Ability to analyze and prepare pricing assessments required for negotiations and business plans;
Very good knowledge of MS Office suite (Word, Excel, Access and PowerPoint);
Experience with Business Intelligence (BI) solutions (i.e. SAP Business Objects, Cognos, Tableau, Hyperion, Power BI etc.) and Statistical Analysis applications (i.e. Minitab, SAS, etc).
Knowledge of the application SAP a definite asset and experience in e-Sourcing or Source-to Pay solutions.
Member of one of the following industry associations is an asset ASCM, NISCL, CIPS, Supply Chain Canada or Certified Professional Accountants (CPA)
Excellent communications skills (oral and written); writing business processes technical documentation, developing training documentation, providing training and make presentations to large groups;
Understanding business implications for the category being sourced;
Strong team-based skills required;
Project management skills to interact effectively with category management team, vendors and business units.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
