Our Asset Management & Maintenance (AM&M), Engineering Management Systems (EMS) Office is looking for a Senior Manager, Systems Engineering Assurance (SEA) to manage the SEA of rail transit assets throughout the asset life cycle to ensure safe, reliable, maintainable, available, secure, customer-focused asset operations for GO, LRT and Subway rail systems.
Reporting to the Director, Engineering Assurance, you will advise senior management and executive leadership on systems engineering assurance, asset management and risk matters for high capital value assets. In addition, you will lead risk-based assurance and audit programs during all phases of the asset lifecycle and lead the development of, and manages compliance with, engineering systems assurance and asset management standards, specifications, and all other technical requirements.
What will I be doing?
Serve as the systems engineering and systems assurance expert representative for the Rapid Transit Asset Management & Maintenance (AM&M), Engineering Management Systems (EMS) Office.
Manage and coordinate technical reviews of systems assurance submittals including RAMS deliverables and engineering safety assurance cases for compliance with railway industry standards and ensuring consistency in process and practice for the integrated safety and systems engineering assurance.
Responsible for and manages interdisciplinary technical reviews of systems engineering submittals, including Integrated Design Reviews (IDR), for compliance with standards and technical requirements.
Identifies industry standards, assesses and tailors their applicability to the specifics of the railways projects and the respective design solutions.
Oversees, evaluates and assures the development and execution of Systems Engineering process for all Metrolinx assets including systems integration, requirements management, configuration management, integrated design interface management.
Leads the identification of innovative best practices for operational excellence; determines which options are feasible; submits business cases for change, and initiates changes to structure or operating practices upon approvals.
Provides oversight of outsourced or project design for compliance to the required Systems Engineering and System Assurance program activities relating to Reliability, Availability, Maintainability and Safety (RAMS).
Mentoring and developing an engineering team to ensure the safe and fit for purpose design and integration of new and enhanced assets.
Applies System Engineering (SE) and Railway Systems principles to ensure appropriate technical and management processes are applied to delivering projects.
What Skills and Qualifications Do I Need?
University Degree in Engineering and/or rail sector and related industry experience, or a combination of education, training and experience deemed equivalent.
Demonstrated experience in Railway Systems and, or related, engineering disciplines: or a combination of systems assurance, RAMS, systems engineering, design, integration, testing and commissioning, verification & validation, operations, and maintenance of railway transit systems or related industries.
Demonstrated experience in applying railway specific standards related to Railway Reliability, Availability, Maintainability and Safety with regards to new and modified assets. (e.g. EN50126, CMREA, or equivalent industry standards)
Experience working with System Engineering industry standards ISO 15288, INCOSE, will be an asset.
Experience with system requirements analysis, traceability, verification and management throughout the entire engineering lifecycle.
Valid Professional Engineering (P.Eng.) license recognized by the Professional Engineers of Ontario (PEO) is an asset.
Experience with application and deployment of technical management principles and practices, including planning technical work, configuration management, quality management, risk management and technical reviews.
Experience leading and managing teams through technical challenges and development.
Knowledgeable in and able to deploy project management principles and practices, including budget and schedule controls and monitoring, review and reporting on overall progress and performance.
