The Lead, Workforce Planning and Scheduling will provide operational oversight, coaching and mentorship to the Workforce Planning and Scheduling department and team of Schedulers, Planners, Travel Coordinators and Clinical Coordinator(s) in daily operation of staffing Ornge fleet at all provincial bases and the Operations Control Centre.
We are seeking an individual who possesses strong communication, planning, organizational, relationship building and teamwork skills. These skills are necessary for planning events, training, forecasting short- and long-term needs of stakeholders, and producing and analyzing regular reports on workforce planning activities.
Our ideal candidate is a relationship builder that will works across departments and partners with Aviation, Human Resources, Operations, Education and Leadership. The Lead will ensure adherence to policies, procedures, and Collective Agreements to improve operational support and mitigate risks and financial impact to operations.
Key Accountabilities:
Support staff in the effective delivery of service to all stakeholders (Aviation/Paramedic Operations, OCC and Logistics, Education and Human Resources).
Oversee effective service delivery to Base Managers and Operations Control Managers to ensure optimal utilization of crews.
Monitor and manage crew operations and schedules in compliance with Transport Canada Civil Aviation Regulations, Collective Agreements and Company Policies.
Manage preparation and maintenance of work schedules and shift patterns including allocation of vacation for pilots, paramedics, and communications officers. Analyse and review schedules to provide efficient on call coverage to provide reliable crewing.
Support the monitoring of flight, duty time compliance, crew qualifications and certifications.
Oversees the travel process and requirements for Ornge ensuring efficient and timely travel.
Provide guidance and oversight to the daily activities of a team of Workforce Planning Crew Schedulers, Planners, Travel Coordinators, and Clinical Coordinators.
Maintain work schedules, pay administration, and operation of Workforce Planning and Scheduling staff.
Provide training, coaching and mentoring to the Workforce Planning and Scheduling team.
Address escalated workforce planning issues and identify further escalation to management.
Report on all workforce planning and scheduling activities to management as required.
Oversees frontline staff schedules, overtime costs and budgeting, reporting, logistical planning, event planning, and assists with short- and long-term needs of partners.
Serve as a Subject Matter Expert on internal scheduling systems and software i.e. Workforce Software, AvAIO, ADP, SharePoint, Microsoft Excel, etc.
Leads and supports the organization on software implementations, system upgrades, enhancements and other projects as required.
Qualifications:
Post-secondary education/diploma/degree in aviation, healthcare management or logistics or a combination of related education and experience.
5-7+ years in a team lead or supervisor role in crew planning and/or scheduling of operations in a unionized environment in aviation, healthcare or logistics.
Experience in scheduling in a 24/7 operations; aviation and/or medical preferred.
Ability to interpret and execute policies relating to Collective Agreements.
Understanding of the provincial Transport Medicine system is an asset.
Knowledge of the provincial Transport Medicine system and aviation scheduling is an asset.
Knowledge of Scheduling Software systems and Travel Booking systems and practices.
Proficient with MS Office with advanced understanding and application of Microsoft Excel.
Ability to work within policies and practices of multiple stakeholders.
Demonstrated ability to analyze issues, develop solutions and execute plans.
Ability to establish and effectively manage numerous priorities and meet deadlines.
