Our Research & Planning Analytics Office is seeking an Advisor, Economic and Financial Assessment. In this role, you will provide economic and financial analysis and advice in the development of transit infrastructure projects and strategies related to Metrolinx initiatives and to coordinate and manage projects, research, and studies. This role combines strong technical expertise in project evaluation with exceptional communication skills tailored to audience including senior leadership and working groups, and support the development and implementation of project evaluation methodology.
What will I be doing?
Produce economic evaluation of the socio-economic impacts of transit projects
Produce financial evaluation of the lifecycle cost and revenue impacts of transit projects
Produce cost-benefit assessments of transit projects and other business decisions
Conduct analysis and research for the development of project evaluation tools and options, and analyze related impacts
Research, analyze and develop projects from early lifecycle stages through the delivery stages and into post-implementation evaluation
Coordinate and manage projects, research, and studies, including environmental scanning and literature review, conducted internally and externally. Develop, in conjunction with the Senior Advisor, project goals and objectives. Define terms of reference and methodologies for, and manage research/studies, and recommendations related to transit policy (i.e. assessment, research, and analyses of technical and socio-economic aspects/impacts).
Work in collaboration with strategic partners (e.g. municipalities, provincial ministry staff), and with private sector consultants to conduct transit policy research/studies/analyses; provide/seek/share information; participate on external committees, task forces and discussion groups; address contentious issues; provide advice and interpret results of research/analyses; respond to inquiries and interpret relevant legislation/regulations and government/ministries’ policies, practices, procedures and operations
Adopt project management processes and products to drive delivery of project outcomes
Use Lean or other related practices to proactively identify and implement continuous improvement actions
Set project team priorities to meet senior executive expectations of timeliness and quality
What Skills and Qualifications Do I Need?
Demonstrated experience in transportation planning, public policy, or economic evaluation.
Completion of a degree in Business Administration, Economics, Finance, or related field – or a combination of education, training and experience deemed equivalent; Graduate degree is an asset.
Additional courses/programs in Finance, Investment, Project Management and Transportation Demand Modeling would be assets
Analysis and problem solving skills to advise to senior officials on politically sensitive or contentious issues
Negotiation, consultation, facilitation, and stakeholder management skills to interpret policy, network with stakeholders and represent Metrolinx on committees and task-forces
Software applications (MS Office – Word, Excel, PowerPoint, Outlook) and computer modeling techniques in Excel, R or Python, data visualization tools; familiarity with GIS or SQL is an asset.
Interpersonal and oral/written/presentation skills to develop reports, presentations and discussion papers, and to prepare and present specialized briefings, presentations, correspondence, and decision/position papers (i.e. policy options and recommendations) tailored to audiences’ needs.
