Reporting to the Vice President, Planning, Transformation & Infrastructure, the Executive Project Officer is accountable for the successful execution of major acute care capital initiatives, including project planning, design, construction, and implementation. The Executive Project Officer is accountable for:
- Overseeing daily operations and progress of acute capital projects, ensuring completion within scope, budget, and schedule.
- Leading strategic planning related to facilities development, real estate operations, project transitions, and operational readiness.
- Collaborating with the Engineering & Operations team to achieve an optimal balance between operational requirements and capital project objectives.
- Managing multi-billion-dollar capital portfolios involving multiple phases and delivery models, including P3, Alliance, DB, and CM approaches.
- Supporting procurement, scope change management, budget approvals, and contract negotiations in accordance with governance frameworks.
- Collaborating with internal stakeholders, Ministry officials, clinical leaders, and external partners to facilitate integrated planning and risk mitigation.
- Providing leadership for project teams, including recruitment, performance planning, and effective resource allocation.

The Executive Project Officer, Major Projects (Acute) is accountable for overseeing and managing the day-to-day operations of major and complex capital projects within Fraser Health (FH), with a focus on supporting and guiding the Chief Project Officers and Executive Directors in delivering high-impact projects. This role ensures the smooth execution of the strategic and operational objectives related to project planning, design, construction, and implementation across FH as a portfolio of major capital projects. Ensures projects are completed in accordance with quality standards and relevant legislation and regulations. The Executive Project Officer provides leadership in project management processes, and ensures the timely and successful completion of projects ensuring the vision established for the Project is met for FH, its patients, care providers and local communities.
Duties include overseeing resource planning, allocation, and management related to physical, financial, and human resources to support the operational needs of FH. The Executive Project Officer ensures project alignment with strategic initiatives and facilitates effective decision-making by establishing strong collaborative working relationships with the Senior Leadership Team, Ministry officials, clinical and corporate leadership, contractors, consultants, and hospital staff, ensuring seamless communication and consensus-building across all levels. Projects may include multiple phases and delivery methods may include Public Private Partnerships (P3), Design-Build (DB), Construction Management (CM) and Design-Bid-Build/Stipulated Sum.
Responsibilities - Oversees all major capital projects (Acute) that include complex planning and liaising with various private/public partnerships on approvals that require adept management and leadership skills, as the magnitude and financial responsibilities for the capital projects that are in the billions of dollars.
- Provides senior leadership to all phases of strategic planning relating to health facilities, project planning, project management, real estate operations, including leasing, inventory, negotiation of land and air rights, forecasted use, and changes.
- Oversees and approves the capital and operating budgets; authorizes expenditures and allocates scarce resources, ensuring financial plans and program structures are in place to support the provisions of services providing the best possible value.
- Provides timely leadership for the Facilities Planning and Capital Project Implementation portfolios to ensure that projects in the planning, design, or construction phases are compatible with existing and planned building systems and maintenance protocols; ensures processes and procedures are in place to transition capital projects from implementation phase to operations phase.
- Approves all requests for scope changes according to established signing authority, governance, project management, health authority and project board requirements; consults with the partners and senior executives on such decisions; oversees and coordinates the development and reporting of building specifications, service and program requirements, equipment specifications, information systems and technology requirement to support the Projects.
- Co-leads matrix functions with the Project and Facilities Management for services such as project management, clinical planning, equipment planning, and project/results management office; ensures synergies, efficiencies, shared practices, clear accountabilities, and researched best practices to avoid unnecessary duplication or repetition.
- Supports the Executives and Project teams in the procurement of contractors to deliver the Project integrated with and supportive of various Facilities Management functions and mandate; contributes to and reviews the Project-led design development process for the facility.
- Works with the internal staff of FH to establish an appropriate human resource plan for the project; recruits, selects and hires staff and leads the redevelopment team to ensure that the team is appropriately organized and managed to achieve project goals in an efficient manner; identifies resourcing requirements, takes necessary action to secure required resources and ensures resources are appropriately organized and managed; establishes and monitors delivery of work targets for Project team members.
- Works with senior members of the Organizations to ensure that the capital project minimally impacts the Organizations ability to provide safe patient care for that facility and ensuring contingency plans are place in case work disruptions require the redeployment to human resources and patients to another acute/community health centre.
- Acts as FH key point of contact with contractors on escalated procurement issues through designated leads; negotiates resolution of disputes with the contractor, as needed; ensures appropriate reporting and governance mechanisms are in place for the Project Steering Committee.
- Participates on various internal and external committees as a representative of FH, as required.
- Monitors and evaluates the overall progress of projects in alignment with strategic objectives, providing comprehensive reports on project status, identifying major challenges, obstacles, and potential risks to the Vice President. Proactively recommends adjustments to project scope and implements advanced risk mitigation strategies to ensure successful project delivery and alignment with organizational goals.
QualificationsMaster’s Degree in Business Administration or a related field, supplemented with fifteen (15) years recent related experience in progressively more complex and senior management/leadership roles in a large complex health care organization including five (5) years recent, relevant experience as an executive responsible for managing large major and complex capital projects portfolio, or an equivalent combination of education, training and experience.

- Demonstrated working knowledge of building systems, operations and maintenance practices in a complex, multi-site health care environment.

- Demonstrated experience in management of large-scale strategic facilities planning and construction projects; budget preparation and management of financial resources for both operating and capital costs for immediate and long term plans purposes.
