Designing, building and keeping these assets in good repair, is the responsibility of the Capital Projects, Design & Delivery (CPDD) branch.
CPDD is currently seeking two (2) Project Manager Business Transformation P&R for the PR CPDD Transformation Unit to develop and lead wide-scale change initiatives. Both Project Managers will lead these initiatives under the Project Excellence Office (PXO), ensuring the smooth transition of new processes, systems, and cultural changes within the CPDD. They will develop, monitor, and execute project plans, collect and analyze data, develop organizational and job models, consult and negotiate with stakeholders and develop training plans and materials. This role integrates Lean Six Sigma principles, Prosci change management methodology, Project Management and continuous improvement strategies to drive operational excellence and efficiency.
The first position has a Change Management – General focus and the second a Change Management – Data Analytics focus. You will be prompted to indicate your position preference in your application.
Position 1 - Change Management - General
The Project Manager in this position will collaborate with various job functions across CPDD and stakeholders to develop comprehensive process improvement, change management and training programs. Implementing automation tools where appropriate, they will improve efficiency and reduce manual workloads, supporting digital transformation initiatives.
Position 2 - Change Management - Data Analytics
The Project Manager in this position will ensure the implementation of all software required in CPDD. They will introduce Robotic Process Automation into CPDD and advance continuous improvement initiatives. Laying the ground work for the Data Infrastructure needed, they will build our reporting capacities.
Major Responsibilities
Leads, motivates, and trains assigned staff, ensuring effective teamwork, high standards of work quality, and organizational performance, continuous learning, and fostering a culture of innovation.
Develops, reviews, and implements detailed project plans and recommends policies/procedures. Assesses current practices and makes recommendations to improve operational efficiencies.
Develops and administers project budgets, ensuring financial oversight and cost control in alignment with operational goals.
Participates in the design, implementation and utilization of performance measures for the branch.
Provides project management support and leadership within the branch as a member of a self-directed work team internally and externally.
Represents the division in project meetings, community consultations, and interdepartmental collaborations to drive corporate objectives.
Participates in on-going strategic planning and development of city-wide service direction, functional standards, policies and procedures, in consultation with other City divisions stakeholders.
Plans and leads complex organizational, operational and culture change projects, develops and manages project plans for the same.
Ensures alignment with organizational change management strategies and corporate transformation objectives.
Applies Lean Six Sigma and continuous improvement principles to enhance operational efficiencies.
Applies Prosci change management methodology and other change management frameworks to ensure the smooth transition of new processes, systems, and cultural changes within the organization and supports business transformation initiatives and adoption of new processes and technologies.
Analyzes and streamlines processes using Lean Six Sigma tools to drive efficiency, reduce waste, and optimize service delivery.
Manages project risks, evaluates change readiness, and leads stakeholder engagement efforts across multiple levels of the organization.
Collaborates with functional specialists and stakeholders to develop comprehensive training programs and change management plans.
Implements automation tools where appropriate to improve efficiency and reduce manual workloads, supporting digital transformation initiatives.
Ensures compliance with legislative regulations, corporate policies, and collective agreements while promoting a culture of health and safety.
Leads the design and delivery of training programs to equip employees with the knowledge and skills necessary to adopt new ways of working, supporting continuous learning and professional development.
Develops and executes comprehensive communication plans to ensure clear, transparent, and consistent messaging to all stakeholders, fostering engagement and buy-in for transformation initiatives.
Supports data-driven decision-making by utilizing data analytics tools to assess project performance, employee engagement levels, and the effectiveness of training and communication efforts.
Manages project risks and evaluates organizational readiness for change, ensuring proactive stakeholder engagement and mitigation strategies.
Collaborates with internal departments and external consultants to create and implement best practices in change management, training, and strategic communications.
Key Qualifications
Post-secondary education in Engineering (Software Engineering, Process/Industrial Engineering), Business Management or a closely related field, or an equivalent combination of education and/or experience.
Extensive experience leading major enterprise-wide transformations in a project leadership capacity in a related technical field or role utilizing Project Management, Prosci and Lean Six Sigma or similar.
Extensive experience in business process re-engineering, organizational change and redesign in a related technical field or role. Formal business process management and change management accreditation is an asset.
Ability to lead, make bold data-driven decisions, transform and influence, while effectively collaborating with stakeholders at all levels.
Ability to support stakeholders in cultural and service transformation and adoption.
Ability to handle multiple competing priorities while working on complex, highly visible projects.
Superior analytical, interpersonal, problem-solving, and conflict resolution skills, with the ability to navigate complex situations and deliver effective solutions.
Highly proficient in the use of Microsoft Power Suite, Sharepoint, Power BI, and Tableau, with proficiency in VBA Macros preferred.
Project Management Professional (PMP), Prosci Certified Change Practitioner, Lean Six Sigma Black Belt (LSSBB), Change Management or similar certification/designations preferred.
