Job Summary
Employees of the Legislative Assembly of British Columbia (Assembly) provide professional non-partisan services to support the democratic institution of Parliament and its members through procedural advice, administrative support and information services. The Assembly is an autonomous employer, separate from the administrative framework of B.C. government ministries and agencies.
The Information Technology department is seeking a collaborative, adaptable and analytical individual for the regular full-time position of Scrum Lead and Full Stack Developer.
Reporting to the Project Management Office Manager, the Scrum Lead and Full Stack Developer at the Legislative Assembly of British Columbia leads cross-functional teams in delivering scalable, enterprise applications that support the Assembly’s operational and legislative goals. This dual-role position manages the full project lifecycle—including planning, implementation, monitoring and close-out—applying Agile methodologies to foster collaboration, facilitate sprint ceremonies, and ensure consistent, high-quality delivery.
This role contributes technical expertise in the design, development, and deployment of front-end and back-end solutions, using modern, automated development practices. The Scrum Lead and Full Stack Developer communicates effectively with both technical and non-technical stakeholders, aligning project outcomes with business objectives and championing a culture of continuous improvement.
Qualifications
Applicants must be/have:
Post-secondary education in computer science or a related program, plus at least 3 years of related experience, or an equivalent combination of education and experience. Relevant experience may include:
Agile Project experience.
Experience with Agile lifecycle management practices and tools
Experience as a Full Stack Developer.
Experience using a variety of modern development tools, such as HTML, CSS and JavaScript libraries, relational and non-relational databases.
Experience with API development and integration and continuous development environments.
Preference may be given to candidates with the following:
Working in an Agile development environment with User Experience (UX)/Service Designer teams, Software Developers, and Scrum Masters to iteratively create or improve digital products and services from conception to production.
Utilizing software development best practices such as: simplicity, coherence, testing, maintenance, and analysis.
Certification as a Scrum Master.
Experience working in service delivery organizations/programs.
Experience in service design.
Experience in data management programs, UX /UI best practices.
