Provide expertise in the development, testing, and system integration of the Simulation Systems in both project and lifecycle settings. Participate in, or co-ordinate the design and implementation of system changes and enhancements, including: business requirements, technical feasibility assessments, process modelling, development, license management, testing, configuration, documentation, implementation, and maintenance. Collaborate with various teams within NAV CANADA and its suppliers to support and oversee the software development lifecycle from planning to delivery. The Business Analyst also fulfills the role of Scrum Facilitator and supports the team in streamlining the execution of program priorities. Conducts requirements analyses and review processes to determine, document, and validate the requirements and/or changes to the requirements. Prioritizes the defects, changes, enhancements through coordination with stakeholders (including ATS Learning, Deployment Services and Technical Services), Supports and executes acceptance testing on the Simulation Systems to ensure high quality delivery from the 3rd party vendors and internal products. Tracks quality and continuous maintenance of the current simulation systems, including the integration of system upgrades and the establishment of uniformity across various platforms. Ensures that the design changes are in line with the architecture and design agreed upon by stakeholders, arranging discussions and alignment meetings as needed. Identifies and recommends improvements arising from developing technology and defines technical requirements to ensure future compatibility. Supports vendor management activities and acts as key communication resource between external software vendors and internal software teams/stakeholders. Job Requirements Education: Graduated from a recognized university/college with a degree/certification in a business discipline and/or computer sciences/information systems or an acceptable combination of education, related experience and training Experience: Experience working with systems and processes used in ATS Operational Training. Experience working with a software development team to elaborate user and system requirements. Experience working within an Agile environment. Experience working directly with 3rd party suppliers communicating priorities, coordinating delivery of software releases, and documentation. Experience developing and executing test cases and acceptance criteria and performing testing and defect management; including with requirement and test management tools (such as Azure DevOps). Knowledge: Knowledge of business analysis methodologies, practices, tools and techniques. Knowledge of modern software development life cycle processes, practices and techniques, including Agile, Scrum and DevOps. Knowledge of software configuration management processes, practices, tools and techniques. Knowledge of air traffic management operations and airport operations. Knowledge of the methodologies used in support of software development testing and user acceptance testing. Abilities: Ability to provide advice, guidance, and opinions related to simulation systems. Excellent requirement gathering and writing, test plan development, testing, and defect management skills. Ability in testing, detecting, analyzing system deficiencies and recommending system remediation and/or new actions/process improvements. Ability in identifying, analyzing and specifying business processes and requirements and determining how these can best be met within the limitations of time, budget and staff resources. Ability to communicate effectively orally and in writing and to write specification, standards, statements of work and general engineering documents. Ability to work autonomously under minimal supervision and to handle multiple concurrent projects. Working conditions: This position is based at the Ottawa Technical Systems Centre (TSC) and is a hybrid position with a minimum – 1 day per week on site. However, effective this Fall (2025) there is a requirement of the employee to be in the office a minimum of 3 days per week.
