Job Summary The Housing Assessment Resource Tools develops standardized ways to measure and address housing need, in order to improve balanced supply of housing. HART comprises a housing need assessment tool that measures housing need by income group in order to inform affordable housing costs (e.g. rents), a land assessment tool to help governments identify well-located land, and an acquisition strategy to identify buildings that might be acquired to address housing need.is a cross-sectoral community of housing providers and housing research professionals. Housed in the Peter A. Allard School of Law, HART’s goal is to further understanding of housing issues and contribute to policy development on comprehensive strategies to meet the need for affordable housing across the spectrum from the homeless to middle-income households. The Data Access and Engagement Manager is responsible for managing the process of all data sharing and access requirements for HART. They act as a liaison between HART and local governments, agencies, and all other sources of data. This is a 1-year term position with the option to extend, if funding permits. Organizational Status Reports into the Associate Director HART. Work Performed Manages HART’s relationships with external partners in relation to accessing data. Partners can include municipal governments across Canada, the Canada Mortgage and Housing Corporation, Provincial/Territorial and Federal Ministries, and the non-market housing sector in British Columbia. Engages stakeholders to determine project scope and data needs. Produces work plans based on stakeholder input, identifies data sources to meet needs, downloads and formats data to meet stakeholder needs, produces interactive mock-ups of data analysis outputs, and provides team members and partners with access to data and outputs. Receives, approves and processes open data requests from government partners and members of the public Oversees the process of acquiring data access and sharing agreements with external partners Prepares preliminary analyses and standardized housing needs reports Disseminates research by engaging stakeholders and presenting results Negotiates data access and sharing agreements with additional data providers as needed Works to support the mapping of all public and non-profit land that might be suitable for affordable housing Creates relationships and communication systems with government partners and agencies in relation to access to land usage data Manages the HRC Dataverse as the open data repository for all open data collected in the project Processes raw Census data related to Housing Needs Assessment as well as Land Assessment, and ensures its usability and accessibility Manages the preparation and integration of data into the HRC Dataverse, applying advanced data curation methods within the specialized platform Writes metadata, keywords and data descriptions to enhance data discovery on multiple database search engines Works with the Land Assessment Research Associate in the development an online map that incorporates relevant data to identify alternative options for affordable housing Provides guidance to government agencies looking to use the online map system to identify public and private land suitable for affordable housing, across the provinces and territories Responds to and corrects any issues with the end user experience Coordinates with subcontractors to ensure that outputs are consistent with the HART methodology and that data products are accessible and usable by the public Obtains Research Ethics Board (REB) approvals, including writing, submitting and revising applications through to approval, drafting and editing consent forms and questionnaires; liaise with the Office of Research Services as necessary Ensure that the studies are running smoothly and according to schedule, and that the research objectives are being met Other duties may be assigned, as required Consequence of Error/Judgement Actions and decisions are critical in ensuring the reputation and success of the HART. Errors in judgement may cause financial hardship or serious reputational damage. Incorrect decisions/judgments will directly affect HART’s reputation. This role exercises initiative and judgement in establishing priorities and carrying tasks through to completion, and must demonstrate tact and discretion. Works independently with considerable autonomy on HART projects. Work is reviewed in terms of achievement of defined metrics and overall success of HART research projects. Makes decisions regarding writing and editing communication materials, and communications projects and service contracts. The Data Access and Engagement Manager works with all groups within HART to serve the data and research needs of the research group. Error in the performance of duties or inappropriate disclosure of confidential information may adversely affect the image and reputation of HART, the Peter A. Allard School of Law and the University. The performance of this position can have a major impact on how HART is perceived by government bodies, community partners, and the wider housing sector. Supervision Received Reports into the Associate Director HART. Supervision Given Provides functional leadership to a number of other staff members on a project basis. Manages Work Learn students, Graduate Research Assistants, and other trainees coming to HART. May direct the work of internal and external service providers. Minimum Qualifications Undergraduate degree in a relevant discipline. Minimum of three years of related experience, or the equivalent combination of education and experience. Strong administrative skills necessary to support an effective organization Organizational development skills, including understanding of governance structures, administrative requirements, and strategic planning. Ability to effectively use computer applications at an advanced level (e.g., Outlook, MS Word, MS Excel). Ability to communicate effectively verbally and in writing.
