About The NIRB
The Nunavut Impact Review Board (NIRB) is Nunavut’s environmental assessment agency. Its mission is to protect and promote the well-being of the Environment and Nunavummiut through the impact assessment process, including responsibilities for assessing the potential impacts of proposed projects before any required permits, licenses and approvals can be granted. Using both traditional knowledge and recognized scientific methods, the NIRB assesses the potential biophysical and socio-economic impact of proposals, making recommendations and decisions about which projects may proceed.
The mandate of the NIRB includes:
• To provide for certainty and clarity of rights to ownership and use of lands and resources, and the rights for Inuit to participate in decision-making concerning the use, management and conservation of land, water and resources, including the offshore;
• To provide Inuit with wildlife harvesting rights and rights to participate in decision-making concerning wildlife harvesting;
• To provide Inuit with financial compensation and means of participating in economic opportunities; and
• To encourage self-resilience and the cultural and social well-being of Inuit.
Purpose of Position
The Impact Assessment Officer leads the impact assessments of proposed development projects referred to the Nunavut Impact Review Board (NIRB) under Article 12 of the Nunavut Agreement and Part 3 of the Nunavut Planning and Project Assessment Act (NuPPAA). With a focus on managing multiple screening level assessments and assisting in or leading the assessments for major development projects, this position advises senior management regarding operational issues, ensuring that assessments are undertaken in a fair, inclusive, and timely manner.
Essential Duties and Responsibilities
Supports and/or leads the impact assessments of proposed projects
Drafts public correspondence, operational reports and recommendations on behalf of the NIRB
Supports the content planning and facilitation of community engagements, technical workshops and public hearings in a way that ensures the objectives of engagements are met
Liaises with potentially affected communities and interested parties regarding projects under assessment by the NIRB
Provides support to NIRB Monitoring Programs
Monitors tracking systems to evaluate status/compliance with regulatory instruments
Other Duties and Responsibilities
Provides operational advice and assistance to the Board and staff
Coordinates with Communications department to support file management on the NIRB’s public registry, as needed
Maintains professional and technical knowledge by attending educational workshops, conferences, reviewing professional publications, establishing personal networks, and participating in professional societies
Any other related duties as assigned
Knowledge, Skills & Abilities
Familiarity with the provisions of the Nunavut Agreement and Nunavut
The provisions of the Nunavut Agreement and Nunavut Planning and Project Assessment Act
Environmental assessment procedures and processes, as well as matters related to environmental legislation and regulations
Subject matter and lines of inquiry regarding environmental assessment, biophysical, social and economic environments
Environmental monitoring, mitigation and adaptive management strategies and techniques for a variety of development types
Consultation strategies and project management techniques for coordinating and carrying out environmental screenings of project proposals
Efficiency in Windows operating systems and Microsoft Office applications
Education & Experience
Graduate degree in Environmental Sciences and/or Natural Sciences or related area(s)
Undergraduate Degree in Environmental Studies and/or Natural Sciences combined with two years experience in positions with similar responsibilities and scope of duties will be considered
Other combinations of education and experience may also be considered
Mental & Physical Demands include:
Communication and consultation with regulatory agencies to deal with difficult issues that may be not agreed upon.
Frequent travel required, which may keep individual away from friends and family
Occasional exposure to cold temperatures, extended darkness/daylight hours and extreme weather conditions
Travel to various locations and within Nunavut for meetings, in a variety of vehicles , consultations and other NIRB activities which may involve possible exposure to hazardous weather conditions, elevated noise levels and travel.
Compensation and Benefits
Compensation will be commensurate of the successful candidate’s level of education, knowledge and experience pertaining to the role. The salary range for this role is: $93,303 - $124,404.

Assets
Written and/or conversational fluency in Inuktut considered an asset
