Project Delivery Specialist Location: Toronto-661 University Department: Digital Business Office The Role: To coordinating resources, schedules, and information to ensure projects are delivered on time, within scope, and on budget. To act as a liaison between departments, streamlining workflows and managing project activities. To conduct business analysis to ensure customer business requirements, recommendations and solutions are documented, approved and recorded. To provide the interface between the PHO program portfolios and Digital and Data teams and work with portfolio colleagues to help translate business requirements to potential technical solutions, with due attention to the existing solutions, feasibility and sustainability. Key Responsibilities- Supports PHO Business Partner Projects and Project Managers by coordinating Digital and Data resources, schedules, and deliverables to ensure projects are delivered on time, within scope, and on budget. To act as a liaison between departments conducting business analysis to ensure customer business requirements, recommendations and solutions are documented, approved and recorded. Supports internal Digital and Data internal projects throughout the entire lifecycle from initiation to close-out. Includes developing and maintaining project documentation such as charter, signoffs, project plans / schedules, project gateway artifacts, risks and issues log, meeting agendas and minutes, resource and cost estimates as appropriate. Provides business analysis services and guidance for PHO business partners to determine and confirm customer business requirements, recommends possible solutions either to change or modify existing systems or develop new applications based on feasibility studies, cost estimates and risk analysis. Works with subject matter experts (SMEs) to develop detailed solution designs to translate concepts between customers and portfolio departments ensuring alignment and agreement on solution proposals. Apprises stakeholders and sponsors of estimated development timelines, deliverables and possible risks, and outlines mitigation options. Performs options analysis and proposes alternative solutions based on business architecture, rules, business process flows and requirements involving business process reengineering, process improvement or organizational fine-tuning that will utilize or integrate with current systems. Develops business and technical process flows which detail the sequence of events or processes that must be coordinated and followed to effect implementation of new solutions or hardware and software changes. Coordinates activities and project team members throughout development, testing and implementation. Communicates with, advises and seeks advice from Digital and Data management regarding project planning, project management including gating, issues, opportunities or risks; project changes; business cases, solution recommendations; and performance reports. Prepares and presents business cases acquiring approval or redirection and initiates project planning for approved initiatives. Prepares and presents status reports, briefing notes and presentations to management. Reviews privacy legislation and PHO security requirements and liaises with staff and ensures new application design, development and implementations reflect privacy and security provisions. Keeps up to date on the latest trends in project management, business analysis, and project delivery. Other duties as assigned. Knowledge and Skills- Knowledge of structured business and systems analysis techniques and associated software and tools to interface between business customers and IMIT and design and implement solutions or web-based applications that leverage existing systems or are new applications and meet the customers’ needs. Knowledge to develop feasibility studies and risk analyses and create technical specifications to ensure that customer and IMIT colleagues understand and agree with concepts before committing to solution design. Knowledge to analyze and optimize workflows and systems to enhance efficiency, reduce waste, and improve quality, ultimately boosting overall performance. Knowledge of formal Project Management methodologies to propose, initiate, plan, resource, develop, monitor, report and deliver outcomes that meet planned commitments and agreed business customer requirements. Experienced with leading different types of technology projects such as database, infrastructure, reporting, application development, web technologies. Knowledge of business process reengineering or process improvement methods and organizational design in order to assess and propose alternative solutions that will utilize existing systems. Knowledge of process flow diagrams to develop formal and repeatable processes and assure implementation of changes or new applications. Knowledge of security standards and legislation such as FIPPA and PHIPA. Planning, organizational, scheduling and prioritization skills to handle multiple concurrent activities, respond to changing business and technical demands, meet fluctuating often tight deadlines, assess urgencies, resolve technical problems and liaise and coordinate activities with diverse technical and business colleagues. Project management and analytical skills to manage tasks, logistics and provide ongoing follow up and communication to all stakeholders. Written and oral communication skills to interact with internal and external stakeholders, understand and reflect business requirements and develop applications that align with PHO requirements and are supported by technical and user documentation. Written and oral communication and presentation skills to communicate technical concepts to nontechnical audiences and fine tune message after evaluating level of understanding. Research and analysis skills to synthesize and document designs, plans, recommendations and solutions into work and project plans. Education and Experience- Undergraduate in Information Technology areas and/or related field, or equivalent experience. 6 years combined experience in project management and business analysis. CBAP or similar Business Analysis certification is preferred. PMP or similar Project Management certification is preferred. Agile Project Methodology experience is required. Attributes and Competencies- Work is conducted within the framework of PHO policies, protocols and standards, provincial privacy legislation, security requirements and business analysis and application development practices. Proactively identifies problems that are likely to occur during the requirements gathering, design, development and implementation of systems stages of delivering solutions to customers and decides on plans to resolve should any occur. Reviews changes to technology, security requirements, analysis tools and software, development and operational standards, administrative policies and other best practices. Recommends best systems design from several available options and reaches agreement with business and Technology Services colleagues. Evaluates project risk and impact, apprising stakeholders and sponsors where necessary with overviews and mitigation options.
