Currently, our PMC (Project Management & Construction) division is currently hiring for SM Resource Supply & Validation. In this role, you will carry out the standard accountabilities of a Manager in Resource Supply & Validation, oversee planning and validation of PMC / MCR BTU & Society resource supply to online, outage, and MCR planned work, lead site supplemental peak resource planning and onboarding strategies/programs, implement and oversee standards/expectations for PMC planned absence management (incl. supernumerary swaps), and schedule / oversee training and qualifications for PMC BTU personnel. And will act on behalf of the company to manage the BTU and Purchase Service Agreement processes. Key Responsibilities PMC / MCR Resource Supply & Demand Management Oversee planning and validation of PMC & Society resource supply to online, outage, and MCR planned work. Create and oversee/enforce a standard for defining PMC resource limits in P6 (between online, outage, and MCR). Drive project integration of these limits between Online, Outage, and MCR work management teams. Drive consensus of work tasks that are in resource conflict; If unable to reach consensus, escalate in accordance with escalation process. Approve changes to PMC/MCR resource allocation between departments, in accordance with Society & BTU Collective Agreements. Develop and maintain long-range PMC / MCR Supply & Demand forecast models for Bruce Power Enterprise Schedule to identify supply/demand gaps where work is not yet assessed. Publish and maintain PMC Resource Supply & Demand Key Performance Indicators (KPIs) for leadership review and oversight. Record all PMC Resource Supply & Demand Escalations in PMC Project Controls if resolution exceeds (or is expected to exceed) 5 business days from time of escalation. Initiate Outage and/or Corporate Risk Log as well if criteria for one is met. Peak Resourcing Strategy/Programs: Maintain Work Force Plan throughout the year and prioritization of vacancies. Provide reports, forecasts and hiring plans as required. Respond to staffing inquiries and review workforce plans with managers. Coordinate with recruiting as required. Manage BTU staffing process for the division ensuring compliance with Collective Agreements. Assist the company by providing oversight and mentorship to all Bruce Power Managers who need to engage the BTU process. Support the line/company in the development of strategies to support work programs and others as it pertains to resource requirements. Primary focus is on PMC BTU requirements. Assist Requesting Managers with help requisition process involvement and documentation quality necessary to meet the approval and agreement standard. Lead report and metric development for PMC BTU resource profiles, status updates, adherence to PMC milestones. Prepare forecasts for site BTU PMC to support project trade resource requirements. Build relationships and work collaboratively with BTU Halls to establish improve onboarding processes and identifying trade requirements. Critical thinking to ensure demands on peak resourcing are prioritized, issues are identified early and offer sound solutions supporting new approaches. Report PMC costs incurred versus budget and assist the Line/Company in controlling costs. Prepare plans for the deployment of manpower within the PMC/MCR Sections and for the assignment of manpower from the section to other sections. Perform self-assessments of PMC against Bruce Power and industry standards. Recommend improvement initiatives. Track PMC corrective and improvement actions and provide progress reports to applicable managers. Perform other duties as required. Execution Planning for PMC that included the development of Interactive Planning and leading a Team of Program Coordinators. Peak Resourcing Procedures and Standards: Prepare and maintain peak resourcing procedures and all other documentation necessary to support the safe, effective execution of peak resourcing activities. Within the framework of administrative and process-related procedures established by Bruce Power and the site, prepare and maintain supplementary procedures required by the Peak Resourcing Department. Peak Resourcing Planning/Coordination: Engage in trade summits hosted by BP Labour Relations, create a PMC quarterly feedback loop to senior leadership on supply availability, and use information for decision making. Manage the planning and coordination of BTU onboarding activities taking into consideration multiple internal and external stakeholders, collective agreements and business practices. Determine if onboarding can or cannot be completed to support the work schedule profile. Continually seek out and pursue opportunities to improve supplemental staff hiring processes program. Manage the execution of BTU staff onboarding. Participate in the Emergency Response Organization as required. Perform other duties as required. PMC Planned Absence Management & Training Lead staffing support team that provides the expectations and oversight to manage vacation/planned absence, supernumerary interchanges, and training/qualifications for PMC BTU. The desired outcomes are: Fair and equitable access to time off for all staff. Adequate staff are available during prime vacation periods and planned outages. Economic constraints are considered when organizing planned absences with the goal of balancing vacation requirements with business needs. Capable and qualified personnel are available to execute planned & emergent PMC BTU work as required for continued safe and reliable plant operations. Knowledge and Skills: BTU resource planning, Labour Relations, Finance, and Project Management knowledge of business operations, organization, functions, operating policies and procedures, regulations, and license requirements. Excellent organization, planning, time management & project management skills Proven ability to meet deadlines with grace under pressure. Ability to establish excellent working relationships with stakeholders. Excellent level of written, verbal and presentation skills including organizational skills. Ability to effectively communicate to senior management and external stakeholders Strong knowledge of applicable employment and health and safety legislation. Education and Experience: This knowledge is considered to be normally acquired through the successful completion of Grade 12 in a secondary school plus four years’ of further concentrated study in an appropriate field, such as Business/Commercial studies, Communications, Human Resources Management, Labour Relations. A minimum of 8 years of progressive management experience in a Nuclear Facility is considered necessary. Are you ready for a change?
