Job Summary:
The Brilliant Energy Institute in the Vice President's Office of Research and Innovation is looking for a Senior Technical Analyst. The role is focused on developing and managing data management systems for research projects that may contain sensitive and export-controlled data. The Senior Technical Analyst is responsible for designing and implementing a data management system and ensuring processes, data policy, and regulations are all being followed. The position also requires project management skills to coordinate between involved university units and to support the preparation of quarterly financial and progress reports.
Responsibilities/accountabilities:
- Responsibility: Provide technology analysis, development, implementation and support for research projects.
Collaborate with researchers to understand the data and technology requirements of research projects
Understand research objectives and create project plans and charters for data management based on project requirements
Implement data policies and regulations related to data management in the energy sector
Analyze research and technical requirements and ensure the desired end-state
Develop technical diagrams, documentation, and test cases/scenarios
Manage and maintain research IT infrastructure environment
Evaluate changes or new functionality for production readiness, performance, and supportability
Handle infrastructure technology that supports research activities
Maintain comprehensive technical knowledge of research infrastructure components
Perform incident management by researching, analyzing, and recommending remediation to deploy resolution and identifying/reporting the impact on the research data or project overall
- Responsibility: Research Project Technology lead
Collaborate with universities researchers, external university IT departments, and 3rd party vendors to analyze existing and new technical designs to establish new technical solutions and support that will scale across multiple landscapes domestically and internationally
Lead and facilitate technical meetings to build project design requirements
Develop roles and responsibilities within the technical design to ensure project resources (researchers and support staff) understand their technical accountabilities
Document technical design diagrams and present them to the team for alignment and understanding
Coordinate with stakeholders across the university and contribute to the preparation and submission of quarterly financial and progress reports to ensure smooth execution and tracking of project milestones
- Responsibility: System Administration
Design, support, and implement local and cloud virtual servers with secure services
Elicit user requirements and develop documentation for implementing solutions to support research projects
Manage and maintain local and cloud servers to ensure effective operation and security
Proactively monitor server environments and implement security updates and patches
Liaise with vendors and other sources to understand possible vulnerabilities and take actions to minimize them
- Responsibility: Provide Information Technology leadership
Provide technical leadership for assigned research projects
Collaborate with stakeholders and project team members to review, refine, and approve project plans
Analyze, recommend, and approve technical changes or upgrades
Assess technical requirements for long-term use and lifecycle positioning for the solution
Examine alternatives, and estimate cloud provider costs, risks, and vulnerabilities.
- Responsibility: Training needs, web development and maintenance
Elicit requirements and collaborate with researchers to develop training needs and documentation
Manage and maintain websites, proactively implementing security updates
Troubleshoot software issues and implement solutions
Communicate any service degradation or impact to the site to affected users and provide an expected resolution timeframe
Develop regular reports/views of sites
Required Education:
Completion of a formal post-secondary/college/university program of three academic years
Post secondary education, preferably in Information Security or a relevant field such as Cybersecurity, Computer Science, Information Technology, or Software Engineering
An equivalent combination of education and experience may be considered
- Verification of Academic credentials may be required
Required Experience:
3-5 years’ related experience
Knowledge:
Understanding of data policy and regulations in general, and the energy sector in specific. The successful candidate must be able to access materials and/or data in compliance with Canadian and US trade controls including sanctions and/or export control regulations, nuclear security regulations and the federal government’s Policy on Sensitive Technology Research and Affiliations of Concern
Strong understanding of security policies, procedures and internet protocol
Strong understanding of cryptography and secure communication protocol
Experience managing IT systems in cloud environments and troubleshooting issues
Experience and/or familiarity with data process and management, business, regulatory and compliance processes is an asset
Strong understanding of SharePoint and other data management platforms is an asset
Understanding of and ability to contribute to broader research-related management/administration processes
Understanding of networking/performance management
Experience with project management tools, i.e. project charter, business/system requirements documentation, project task management and milestone reporting
Experience with HTML, Web Services, PHP and other web technologies
Experience with SQL, MySQL, Linux Server, Windows, Windows Server and Macintosh. Server administration, including Internet server protocols and utilities (Active Directory, File services, SSH, Namespaces and DNS, Patch Management & DHCP/IPAM , SMTP, POP, IMAP, HTTP/S, etc.)
Ability to read and troubleshoot code in PHP, Perl, Python, etc.

Communication requires considerable comprehension and interpretation of detailed technical, specialized, or complex information
Due to the nature of the work, the resource is required to leverage a communication skill set that includes uncovering and understanding the requirements of researchers
This role requires the incumbent to communicate on many levels, from deep technical to research operations
This role requires the incumbent to understand and synthesize all input and then build and communicate solutions to meet their needs
Mental:
There is a considerable mental effort to assess, develop, design, maintain and support the solutions on campus and beyond and on occasion, the role requires the incumbent to go deeper and forensically investigate past solutions, data sources, and servers to build a better more optimized solution in the future.
Physical:
Required to sit for prolonged time using continuous computer skills resulting in high fine motor skills and mental effort. 95% of the work is to code monitor applications and research solutions online.
Working Environment:
Restricted Movement - The incumbent sits at a computer most of the day.
