Our Rapid Transit - Hazel McCallion LRT (HuLRT) Office is hiring a Vice President to be the overall Project Director. This critical leadership role provides senior strategic direction Project ensuring the successful delivery of this priority LRT project. The role is accountable for meeting Metrolinx’s highest standards of safety, efficiency, and regulatory compliance—while delivering a superior customer experience.
What will I be doing?
Champion the planning, design, procurement, delivery and implementation of the Metrolinx Light Rail Rapid Transit programs, with an emphasis on integrating and embodying Metrolinx’s evolution of the customer experience through project execution plans.
Senior leader responsible for resourcing and leading large-scale capital infrastructure light rail transit infrastructure projects from initial conception and procurement through commissioning and transfer to Operations within scope, on budget and on schedule, in accordance with good project management and construction practices; ensures compliance with Metrolinx design standards and applicable municipal, provincial and federal standards.
Provide project management, hands-on oversight and approvals to ensure execution of projects and the associated day-to-day operational systems, on time, on budget and to mandated standards (safety and quality); empower direct-report leaders/project managers to achieve their agreed-upon performance objectives and provides sign-off on decisions of significant investment/risk.
Plan, direct and monitor all aspects of assigned projects, including project financial accountability, contract and schedule management, contractor adherence to reference designs and performance specifications, and support for program communications and intergovernmental relations during all stages of the project.
Develop and nurture strong working relationships with partners and stakeholders; negotiate cross-divisionally and externally, extending influence to ensure contracts are signed and progress is made on infrastructure vision and plans.
Design and staff a solid organizational structure for high performance delivery of functional mandate, enhance enterprise-wide collaboration and synergy and ensures proper levels of resourcing is onboard to meet deadlines and commitments.
Identify opportunities for innovation and change and provides senior level sponsorship to direct reports and peers to implement those that support Metrolinx’s strategic plans and operational mandates.
Establish benchmarks, goals and objectives that reflect corporate direction and strategy, including establishing appropriate metrics (Key Performance Indicators), monitoring systems and appropriate reporting functionalities.
Responsible for financial accountability of all projects; delivery of projects and functions within budget parameters; explains off-plan overages and exceptions through Cost and Schedule Performance Indices (CPI and SPI)
Coach, mentor and manage performance (feedback and development planning) for direct reports and integrated teams responsible for projects; assist them on escalated personnel issues and challenges, including the management of external contractors and vendors.
What Skills and Qualifications Do I Need?
University Graduate or advanced degree in Civil Engineering, Business, or a related discipline – or a combination of education, training and experience deemed equivalent; Graduate degree is an asset.
Minimum 15 or more years of experience in progressively senior project leadership roles, experience leading large complex construction projects from conception to build; experience in the transportation industry and public sector an asset.
Project Management Professional (PMP) accreditation an asset.
Experience across a variety of contracting and delivery models is preferred.
Project management and coordination expertise to provide senior leadership and oversight to integrated project teams within budget and schedule restraints and monitor project performance against business objectives.
Demonstrated success managing in a highly regulated project delivery operating model.
Demonstrated knowledge of stage gate design and delivery.
Manages complex projects using industry standard project management methodologies and key performance indicators.
Knowledge of relevant municipal, provincial and federal codes, and legislation especially workplace safety.
Ability to develop, negotiate and manage joint agreements and legal contracts.
