The Patient Access and Navigation Services (PANS) team, part of Ontario Health’s Primary and Community-Based Care portfolio, leads the delivery of digital health services such as Health811, Online Appointment Booking (OAB), Virtual Urgent Care, and system interoperability with Ontario Health Teams (OHTs). These initiatives aim to enable timely, equitable access to care across the province. The Project Manager is responsible for leading the end-to-end delivery of digital health projects, ensuring seamless integration of technical solutions into the broader healthcare ecosystem. This role drives project planning, implementation, and operationalization—coordinating across internal teams, external partners, and vendors to ensure alignment with strategic priorities, funding cycles, and governance frameworks. The successful candidate will bring experience managing digital product implementations, facilitating technical discussions, overseeing vendor-led builds, and ensuring projects are grounded in sound business and IT planning. Here is what you will be doing: Project & Technical Delivery Leadership Lead end-to-end project management for digital health initiatives, overseeing all phases from scope and planning through design, build, launch, and transition to operations. Translate strategic goals into actionable project plans by integrating multiple workstreams and coordinating diverse stakeholder groups. Ensure project delivery is on time, within scope, and on budget, adhering to governance frameworks and compliance standards. Provide clear and timely updates and materials to executives, sponsors, and steering committees. Proactively manage risks, interdependencies, and issues to maintain smooth project execution. Digital Product Integration Manage the delivery of digital solutions, including OAB, Virtual Urgent Care, third-party health applications, and system integrations with OHTs. Coordinate technical requirements, system capabilities, and business needs to enable scalable and interoperable implementations. Oversee product roadmaps and release planning to ensure readiness across both technical and operational teams. Vendor & Procurement Management Lead procurement activities including development of RFS/RFPs, SOWs, and SLAs. Manage vendor selection, contract negotiations, and performance monitoring throughout the project lifecycle. Act as the primary liaison between Ontario Health and vendor delivery teams, ensuring deliverables meet expectations. Cross-Functional Coordination Facilitate collaboration between business, clinical, technical, privacy, and security teams to ensure alignment. Manage stakeholder engagement, ensuring project objectives are clearly communicated and supported across departments. Support working groups and governance committees with decision-ready materials and coordination support. Strategic Planning & Communications Develop and present business cases, implementation plans, and briefing materials to inform senior decision-making. Ensure technical and strategic documentation is clear, complete, and aligned with program priorities. Contribute to annual planning and reporting cycles by aligning project delivery with broader portfolio objectives. Additional Responsibilities Support workflow automation, productivity enhancements, and use of Microsoft 365 tools (e.g., Teams, Power Automate) to streamline internal processes. Assist with portfolio growth through contributions to roadmap planning, innovation pilots, and operational scaling strategies. Here is what you will need to be successful: Education and Experience Completion of a bachelor’s or master’s degree in information technology, computer science, health informatics, business administration, or a related field, or an equivalent combination of education and experience. 10+ years of progressive experience in IT project management, with demonstrated success delivering complex digital health, system integration, or infrastructure projects. Project Management Professional (PMP) certification is required Agile, SAFe, or Prosci certifications are assets. Extensive experience leading public sector or government-funded projects, including familiarity with accountability structures, funding cycles, and inter-ministerial coordination. Extensive experience with public sector procurement, including development of RFPs/RFSs, contract negotiation, and vendor performance management under government or BPS procurement frameworks. Experience managing delivery teams of various sizes and scopes, including internal staff, consultants, vendors, and multi-disciplinary partners. Experience in the healthcare sector or digital health ecosystem (e.g., OHTs, virtual care, EMRs, PHIPA-compliant solutions) is a strong asset. Familiarity with PHIPA and other relevant legislation affecting digital health projects in Ontario is an asset. Proficient in Microsoft Office 365 tools (e.g., Project, Teams, SharePoint, Power Automate), and capable of using these to drive planning and workflow automation. Knowledge and Skills Expert knowledge of IT project delivery frameworks (e.g., PMBOK, PMLC, SDLC), with ability to tailor approaches for complex, multi-stakeholder digital health environments. Strong understanding of systems integration, data interoperability (e.g., APIs, HL7/FHIR), vendor platforms, and digital product delivery. Deep understanding of public procurement regulations, contracting practices, and vendor governance in Ontario’s health system or broader public sector. Demonstrated ability to lead full solution lifecycles—from business case through to launch, adoption, and operational transition. Ability to manage and influence cross-functional teams in a matrix environment, ensuring collaboration across business, technical, clinical, and external partner groups. Exceptional written and verbal communication skills, with experience preparing executive-level materials, reports, and decision-making tools. Proven track record of building trust, navigating ambiguity, resolving conflict, and delivering results in high-complexity environments.
