What is the role?
As a Sector Lead in the Civil Division, you will be responsible for overseeing and managing the operational activities of the Water Resources sector, ensuring successful project delivery, optimizing client relationships, and driving financial performance. Your role includes hands-on leadership in project execution, staff management, and day-to-day business development while ensuring alignment with the broader strategic objectives of the division. You will also be responsible for fostering a culture of high performance, innovation, and continuous improvement within your sector.

In this role, your duties and responsibilities will include:
Strategic Objectives
Lead the expansion of the Water Resources sector within existing and new regions in Ontario, as well as across other provinces, in alignment with LEA’s growth initiative and under the guidance of the Division Lead.
Collaborate with other Sector Leads to align sector activities with the division’s goals.
Engage in cross-divisional collaboration to pursue, secure, and deliver projects, ensuring efficient utilization of skills and resources.
Incorporate LEA’s policies and guidelines at all levels of strategic planning.
Business Development and Management of Clients
Act as an ambassador for LEA, promoting our expertise and services to current and potential clients, leveraging existing relationships and building new ones.
Drive day-to-day business development activities within your sector to meet growth targets and ensure the continuous expansion of market presence.
Lead the preparation and submission of proposals, including RFQs, RFIs, and other procurement-related submissions to secure projects, as applicable to the sector.
Act as the primary point of contact for clients, ensuring proactive relationship management and strategic guidance to build long-term partnerships.
Participate in joint ventures and pursuit agreements, supporting the negotiation of terms and conditions of project agreements with clients, partners, contractors, sub-consultants, and other stakeholders.
Sector Financial Performance
Develop the sector’s annual business plan, budget, revenue, and resource forecasts in consultation with the Division Lead.
Review financial reports and prepare additional financial analyses as required to discuss the financial performance of the sector with the Division Lead, to ensure sector revenue targets are met and that overall financial performance aligns with the division goals.
Develop total fee revenue targets for the sector as part of the annual budget process, ensuring alignment with the division’s and firm’s overall strategies.
Monitor monthly revenue billing, project profitability and staff utilization. Review monthly income with a view to enhancing overall efficiency for keeping projects within budget and maintaining targeted profitability.
Project Management
Provide strategic leadership overseeing complex projects while offering guidance and mentorship to Project Managers and Project Coordinators.
Act as a Senior Project Manager, Project Lead or Key Individual on projects as required.
Implement methodologies to optimize the performance of Project Managers and Project Coordinators.
Implement quality management protocols, ensuring the execution of quality reviews throughout the project delivery process.
Provide guidance in identifying and managing project risks.
Staff Management
Review and recommend recruitment requests to align with the division’s needs.
Participate in recruiting and evaluating potential candidates and key strategic hires for the sector and division.
Manage the employee performance assessment process in the sector with a focus on career planning, coaching, mentoring, and succession planning.
Coach, mentor, and train staff in areas such as business development, project management, and client relations, with a focus on developing exceptional client experiences. Ensure other managers in the sector are doing the same with their reports.
Review and approve training needs and associated costs to ensure alignment with the sector’s objectives.
Evaluate and implement an effective team structure that supports optimal performance.
Foster a culture of continuous learning, development, and constructive feedback.
Other
Drive innovation within the sector by embracing new technologies and methodologies to enhance operations, project management/delivery and business development.
Stay updated on industry trends and best practices to ensure compliance with relevant regulations and standards.
Support LEA committees and corporate initiatives, acting as a role model for the division in promoting LEA’s values and culture.
Manage other duties and responsibilities within the scope of the division or as assigned by the President of LEA.
Perform additional duties as assigned by the Division Lead.
The qualifications you need:
Bachelor of Civil Engineering with 20 years of experience in engineering consulting
Licensed Professional Engineer (P.Eng) with Professional Engineers Ontario (PEO).
Certified through the Ministry of Transportation Ontario’s (MTO) Registry, Appraisal and Qualification System (RAQS) to provide engineering consulting services on provincial infrastructure projects
Strong hydrologic and hydraulic modelling skills and modelling tools: InfoWorks, PCSWMM, HEC-RAS, Visual OTTHYMO, HY-8. (InfoWater and MIKE FLOOD are an asset).
Strong project management skills that enables you to effectively manage resources, timelines and budgets.
Excellent communication and interpersonal skills, with the ability to effectively liaise with clients, sub-consultants, and other departments.
Commitment to continuous professional development and staying updated on industry trends.
