Reporting to the Project Controls Manager, you will lead a high performing team responsible for project budgeting, forecasting, risk management, and earned value reporting. Facilitate and participate in project audits. Oversee analysis and reporting of project performance key metrics (e.g. CPI, SPI, key commodity tracking, etc.); propose corrective actions to maintain performance/productivity; provide timely alerts on adverse trends. Implement & maintain an Earned Value Management plan to measure project performance, identify variances, and inform accurate forecasting. Provide support to Commercial & Procurement teams on subcontractor claims assessment and claims development. Lead a team of Cost Controls staff specializing in cost control and change management. Lead the development of project-specific Cost Controls plan, documenting processes and procedures to be followed on the project Develop and maintain a risk management plan, ensuring mitigation strategies are effectively implemented. Collaborate with project managers, engineers, contractors, and other stakeholders to ensure alignment on objectives. Facilitate project meetings and support strategic planning efforts to optimize schedules and budgets. Prepare and present regular project status reports, highlighting progress, cost, and schedule performance. Support management of change activities, including change orders, directives, and claims. Maintain comprehensive project documentation and ensure timely communication with all stakeholders. Create, promote, and maintain a safe, open & respectful workplace culture and environment. Provide feedback & guidance to direct reports for annual goal setting; support in the establishment of individual career development plans and in identifying training & professional development opportunities. Conduct annual performance reviews (with mid-year check-ins) & provide constructive feedback; implement performance improvement plans as needed with support from Human Resources. Collaborate with schedulers to align cost and schedule data for earned value analysis Support schedule trends and forecast updates when required. Qualifications: 8+ years of experience in Project Controls for large-scale infrastructure projects with a major contractor. Degree in Engineering, Construction Management, or related field. Proven expertise in cost control, budgeting, forecasting, and schedule integration for complex, multi-phase projects. Strong understanding of construction methodologies, contracts, risk management, and change control processes. Demonstrated experience working within collaborative delivery models such as CMAR, Alliance, or Target Price agreements. Advanced proficiency in Microsoft Excel, Primavera P6, and project management/financial systems (JDE ERP experience preferred). Skilled in developing and managing cost and schedule baselines, performance metrics, and progress reporting frameworks. Experienced in claims prevention, negotiation, and dispute resolution through proactive analysis and stakeholder engagement. Effective leadership and mentoring capabilities, with a track record of building high-performing, technically proficient teams. Strong analytical and problem-solving abilities with attention to detail and a focus on accuracy and compliance. Excellent verbal, written, and presentation skills, with the ability to communicate complex data clearly to senior stakeholders. Strategic thinker who can align project controls with organizational objectives and long-term business goals.
