THE OPPORTUNITY
The Manager, Waterfront Portfolio Strategy & Planning is responsible for supporting the Vice President, Port Lands Management to provide coordination, oversight and issues resolution, financial management and business planning related to the real estate portfolio of CreateTO’s affiliate corporation, Toronto Port Lands Company (TPLC).
The role involves managing priority files, agreements, and initiatives across business units and stakeholders, ensuring accountability for timelines and deliverables, and proactively resolving issues.
A key focus for this role will be working with business units and Finance team to provide financial planning
and reporting, including coordination of operating and capital budgets, reforecasts, and financial reports, with updates provided to the Executive Team and Board. The Manager will support the VP on business transformation efforts, implementing performance tools, portfolio reporting, and best practices in asset and property management.
PRINCIPAL FUNCTIONAL RESPONSIBILITIES
Coordination and Issues Resolution
Manage coordination across teams to ensure timely resolution of portfolio issues.
Lead the tracking and follow-up of outstanding actions, ensuring clear accountability for deliverables.
Prepare briefing notes, presentations, and reports for leadership
Support negotiations and key projects by coordinating with internal and external stakeholders.
Facilitate cross-unit collaboration and enable documentation of decisions, commitments, and progress.
Financial Planning and Reporting
Lead the budget process, reviewing current practices and establishing clear timelines and expectations going forward.
Partner with Finance and business units to track performance, reforecasts, and financial reporting.
Prepare updates for the Executive Team, including analysis of financial performance and risks.
Ensure data-driven decision-making through accurate and timely financial insights.
Business Transformation and Modernization
Support the VP in advancing modernization of the Port Lands management model.
Implement corporate performance framework, reporting, and planning tools across the portfolio.
Collaborate with cross-functional teams to identify and apply best practices in asset and property management and issues.
Contribute to the continuous improvement of business processes and systems.
CANDIDATE ATTRIBUTES
Post-secondary education, with a focus on business administration, public policy and administration, urban planning or equivalent combination of education and experience.
7 - 10 years of demonstrated experience in public sector strategy and policy with preference toward corporate real estate, urban planning, economic development, or public infrastructure delivery.
Understanding of municipal public sector processes preferably the City of Toronto, structure and key contacts, and knowledge of City-wide services, governance and policies are considered strong assets.
Ability to handle matters of a confidential, sensitive or political nature. Ability to maintain poise under pressure and use critical thinking and sound judgment in situations where uncertainty exists.
Excellent organizational and project management skills with attention to detail and discipline to follow up to ensure activities and objectives advance on schedule.
Highly developed interpersonal skills with the ability to interact and communicate effectively at all levels of the organization, within a team environment, with officials from other governments and external organizations, and with members of the public.
Experience developing policy, strategies, or business cases with bold narrative that resonates and builds consensus with broader stakeholders.
Ability to handle multiple assignments and prioritize work assignments as needed to meet deadlines and fulfill the demands of the company’s high-energy environment.
Advanced skills in verbal and written communications, financial or quantitative analysis, and presentation software (e.g., Microsoft Office, specifically Word, Excel and PowerPoint.
