About Miminum Nurse-to-Patient Ratios
In April 2023, the Ministry of Health and the Nurses' Bargaining Association signed a Memorandum of Understanding, alongside the collective agreement, to support nursing in the province by adopting minimum nurse-patient ratios (mNPRs) in hospitals, long-term care and assisted living, and community and non-hospital care settings.
The ratios represent the minimum number of nurses deemed necessary to care for patients on a unit and will complement work underway on team-based approaches to care.
The mNPR staffing solution anchors the delivery of patient care to a formula. This builds on the collective agreement reached in April 2023 that increases wages, introduces workplace reforms, improves working conditions, and strengthens patient care throughout the province.
It is anticipated that minimum nurse-to-patient ratios will help:
improve patient outcome
improve nurse retention and recruitment, quality of patient care, simplicity in staffing procedures and job satisfaction
decrease the number of vacancies and burnout of nursing staff
lead to a more efficient health-care system based on a predictable funding model
