The Canadian Federal Sector in HDR is a sector with significant potential growth and opportunities across the Resources, Transportation, Water, Architectural, and Buildings Engineering Services business groups in the country. Reporting to the Professional Services Manager, Canada will work in collaboration with other business group leaders in Canada to help grow HDR’s presence in the federal projects space. The primary focus of this role will be in supporting the Resources Business Group but given the cross-business group nature of the anticipated opportunities, the role will also support the other business groups. A key focus of this role will be leading, coordinating, and supporting the further development and enhancement of HDR’s Indigenous engagement and partnership programs at HDR.
Roles, Responsibilities, and Requirements:
The position will involve working closely with HDR leaders in other business groups and market sectors to drive federal program development and Indigenous partnership from a geographic and national basis. The position encompasses a federal client focus, Indigenous engagement, business development, networking and establishing client relationships, developing leads, and strategic thinking in future directions for our clients, Indigenous partners, and cross business group programs. It also includes identifying market changes and anticipating their impact on the business, pre-proposal visitations, and supporting proposal preparation with technical and marketing staff by providing client-centric input and feedback and giving presentations.
Build, manage, and maintain Indigenous programs from an engagement and involvement perspective. This may include multiple and concurrent development and management of both formal and informal Indigenous partnerships under a variety of frameworks, and internal and external Indigenous engagement/involvement programs.
Assess the marketplace and determine the best approach to secure federal contracts.
Promote the marketing and delivery of all HDR services to clients.
Develop and implement market sector growth initiatives in partnership with leadership and client service managers.
Work with pursuit teams to develop client and pursuit strategies based on proven capture techniques.
Work with business development leadership to prioritize the marketing and business development efforts of the organization to prioritize business efforts that provide maximum return on investment.
Participate in industry associations and community organizations to elevate HDR's brand in target markets.
Develop relationships with senior leadership in key client organizations, including acting as client manager for select clients, actively developing relationships with the candidate’s previous contacts and HDR’s existing clients.
Partner with leadership on recruiting key talent.
Identify key investments (talent, acquisitions, and technology) to improve our industry leadership position.
Identify and qualify pursuit opportunities.
Support pursuit teams in developing persuasive proposal and interview materials.
Support the development of content marketing campaigns to strengthen our brand, increase our visibility, and highlight our thought leaders.
Serve as a client manager and project manager for key clients in the area.
Engage the appropriate project management and technical talent in pursuit teams.
Plan, direct, and monitor all aspects of key projects to support a positive client experience.
Leads risk management activities for both contract reviews and project deliverables.
Support Perform quality reviews of proposal and interview materials.
Facilitate debriefs to identify improvement opportunities and to measure overall competitiveness.
Recognize and celebrate pursuit successes and milestones.
Preferred Qualifications
Master's degree in engineering, Environmental Sciences, or related fields
A minimum of 20 years' experience working across multiple industry sectors including with Canadian Federal Government departments, Indigenous engagement, and program involvement, writing proposals, developing scopes of work, budgets, and schedules for complex projects.
Experience working with and managing diverse teams of geographically spread staff is an essential asset
Bilingual (English, French)

Excellent writing and verbal communication skills for a broad range of audiences
Strong conceptual, organizational, analytical, problem solving and research abilities.
Ability to support multiple complex and time sensitive projects effectively.

Required Qualifications
Bachelor's Degree in an engineering, planning or a related field
A minimum of 10 years of industry experience
Experienced in development and management of strategic marketing programs for planning and/or engineering services
Experienced in development and management of a wide range of client relationships and specific program and/or project pursuits
Experienced in overall staff development to include recruiting, career path and professional growth
Experienced with industry associations and maintains a visible profile in the market sector
Ability to work cooperatively with Regional Market Sector Directors, Market Sector Directors, Business Class Directors, Regional Business Group Directors, Area Business Group Managers, Area Marketing Managers and Area Managers
