The role encompasses all aspects and the application of the Aeronautical Review process, while playing a critical role in both internal and external stakeholder consultation. Review and assess the need for changes to levels of service across all airspace under NAV CANADA’s designated authority. Consult with a wide range of internal and external stakeholders to ensure transparency and collaboration throughout the review process. Oversee the work of others involved in LOS reviews, including setting priorities, assessing performance, recommending leave and overtime requirements, and providing coaching and guidance as required. Lead stakeholder planning to ensure the timely and effective delivery of review recommendations to senior levels of the organization. Prepare comprehensive reports and presentations for a diverse range of stakeholders, including airlines, airport authorities, aviation associations, the Department of National Defence, Transport Canada, and NAV CANADA’s senior management. Participate in strategic planning activities with the LOS leadership team to establish short- and long-term objectives aligned with corporate goals. Integrate safety and operational risk management principles into all reviews, ensuring alignment with ICAO Annex 19 and NAV CANADA’s Safety Management System. Collaborate with Safety and Quality, Legal Services, and other corporate functions to ensure that recommendations are defensible, compliant, and operationally sound. Identify and implement opportunities for continuous improvement to strengthen LOS methodologies, analytical tools, and decision-making effectiveness. Support updates to NAV CANADA’s LOS Policy and related procedures in alignment with published corporate goals and objectives. Contribute to the achievement of the Level of Service strategic goals and support initiatives aimed at improving employee engagement. What you bring: Education: College Diploma or Undergraduate degree in an aviation-related field. In lieu of formal education, a combination of relevant experience and an aviation professional qualification (e.g., ATC, FSS, ATPL, AME, CNS/ATM) may be accepted. Experience: At least 3 years supervisory or management experience. Significant experience in the delivery or use of operational air traffic services. Experience providing subject matter expertise and advisory support to management and external stakeholder communities. Experience in project management, including planning, execution, and evaluation. Experience supervising and developing staff in a leadership capacity. Knowledge: In-depth technical and operational knowledge of air traffic management procedures, techniques, and equipment. Comprehensive understanding of Transport Canada regulations governing the provision of air traffic services. Knowledge of project and program development and management methodologies. Knowledge of process management, facilitation, change management, performance measurement, and risk management principles. Knowledge of methods and techniques for information analysis and procedural review within a large organizational environment. Working Conditions: This position is a hybrid position with a minimum 3 days per week on site. Occasional travel required to meet operational and stakeholder needs.
