SUMMARY OF DUTIES
Reporting to the Manager, HR Technology and Analytics, the Workforce Analytics Analyst will provide innovative solutions to meet HR as well as the City’s operational and strategic needs. The Analyst is expected to work in the areas of workforce analytics, HR systems integration, HR workflow & process automation, and other communication & collaboration solutions. The candidate will work collaboratively with other members of the HR Technology and Analytics team, the broader HR team, IT, and other business units to discovery and identify business requirements and expected outcomes that support the core and common HR objectives that are aligned with the City’s mission, values, and strategies.
GENERAL DUTIES
Design, develop, and maintain data, application, and integration solutions including modifications/enhancements to meet business needs. The solution must fulfil identified requirements, corporate security standards and quality standards. The solution architecture could involve Cloud or On-Premises or Hybrid infrastructure and technologies.
Identify opportunities where technologies, systems, and processes can improve business operations and helps achieve organizational goals through business process re-engineering and application and data integration. Also, review and analyze existing applications and solutions and identify opportunities to modernize, and consolidate, wherever possible.
Design and propose realistic solutions grounded in current resource availability, strategic priorities and existing culture, including draft timelines and work structures, to ensure solutions are feasible in our environment.
Design, develop, test, publish and maintain custom HR data queries, reports and dashboards using BI tools (like MS Fabric, Power BI, etc.), MS Excel, and PeopleSoft (Query & Reporting options) to transform existing reports/dashboards or meet new regular & ad-hoc reporting requirements.
Design, develop, and support solutions and interfaces using various Power Platform Products like Power Apps, and Power Automate, M365 components like SharePoint, and Teams, and MS SQL tools and components.
Leverage integration tools and technologies to develop and manage application interfaces, data mappings, ensuring data integrity and accuracy.
Understand and monitor the regulatory and security requirements for data as it relates to the municipal government sector. Ensure compliance with policies and procedures while also ensuring the availability and sharing of critical and highly sensitive City data.
Acquires and maintains knowledge of key developments in the field, bringing insight to the organization and HR functions to continuously improve our HR Technology and analytical capabilities. This includes research, development of business cases and recommendations for new tools, and best practices to help achieve our strategies.
Support HR’s client service goals by continuously improving HR Systems, HR metrics and reporting processes and the quality standards used within the HR team.
Work collaboratively with all relevant stakeholders within HR, IT and other areas of the business for HR technology and reporting initiatives. Solicit feedback fostering an agile, innovative, and collaborative transformation experience.
Participate in key HR projects providing knowledge and advice to HR peers as to how to best use the information available to assist in building business requirements and/or validating business assumptions.
Assist with incident response, troubleshooting, root cause analysis and problem resolution. Escalate issues and requests to application vendors, staff, and other business stakeholders, as required.
Accountable for high level of data integrity, auditing, and enforcing data validation processes within the HR systems’ ecology. Identify root causes of data integrity issues within the systems and recommend preventative solutions.
Conduct Quality Assurance (QA) reviews and sign-off on project design deliverables; conduct ongoing and retroactive QA reviews on any project development; provides documented feedback and results of review processes.
Document and validate business requirements that guide the development of HR systems and reports. Anticipate clients long term needs by establishing a clear sense of their organizational and business unit strategies. Deliver and provide additional information beyond client expectations.
Documents processes, workflows, procedures to ensure solutions are sustainable and comply with documented standards and best practices. Assist in the development of standard operating procedures, knowledge articles, technical standards, governance policies, and best practices.
Actively promotes best practices in the security and privacy of personal information and data; make recommendations to improve processes and procedures where necessary. Also make sure the solutions are consistent with data management principles and privacy requirements.
Develop, maintain, and manage data governance framework, including systems and dashboard architecture and maintenance. Create and maintain data dictionaries and master data.
Enable cross-learning within the HR Technology and Analytics team. Train users and stakeholders on how to use various solutions, and interpret reports & data, and encourage self-sufficiency.
Partner with relevant stakeholders to resolve issues related to engagement, adoption, sustainment, and continuous improvement.
Manage stakeholders’ expectations; develop and implement change management strategies to enable corporate adoption of new HR analytics technologies and solutions.
Perform other duties as assigned which are directly related to the responsibilities of the position.
QUALIFICATIONS
University Degree in a quantitative discipline (i.e. statistics), Computer/Data Science, Information Technology, Business Administration, Human Resources or related discipline or an equivalent combination of education and relevant business experience.
Considerable (preference for 5+ years) experience in a related analytical and solution development role having demonstrated experience in developing integration solutions utilizing various Cloud or On-Premises or Hybrid infrastructure and technologies.
Several years (preference for 5+ years) experience in architecture, data management, applications system design and integration. Sound knowledge and understanding of current and emerging architecture, database systems, database design, applications systems design and application integration standards and practices.
Sound knowledge of metrics, data management, and business intelligence strategies. Experienced in developing and maintaining data dictionary, data governance framework and related rules & policies. Good working knowledge of data warehousing concepts is preferred.
Proven knowledge of the analytics product lifecycle (e.g., data, analysis, and visualizations). Proven experience building and leading advanced analytics practices. Strong understanding of and ability to research current trends and best practices in metrics and analytics.
Proficient with tools and technologies in Microsoft Business Intelligence stack (e.g., MS Fabric, Power BI). Proven knowledge of statistical methods and experience with R/R Studio and Python would be an asset.
Advanced knowledge of relational database concepts and can transform data dynamically using complex queries and scripting. Demonstrated experience in SQL Server and relational database management system software, SQL Server Integration Services (SSIS), and Microsoft Dataverse.
Good working knowledge of common system integration methods and technologies including Web services, SOAP, REST, JSON, XML Schema Definition (XSD), Extensible Markup Language (XML), business process automation and orchestration tools and software.
Experience and working knowledge of Microsoft 365 product suite and Power Platform like D365, Power Apps, Power Automate, Power Virtual Agent, etc. is recommended.
Working knowledge of application development lifecycles and supporting practices. Ability to lead root cause analysis, incident resolution, and performance tuning.
Expertise in solution design and development, vendor management, enterprise application support, in addition to strong business understanding and project management principles. Ability to deliver projects on time and with quality.
Highly process oriented with developed quantitative and qualitative analytical skills, problem solving ability, and critical thinking skills. Willing to dig deep into details as well as able to assess the big picture.
Demonstrated knowledge and proven experience in producing business requirements, use cases, user scenarios, user stories, and business process maps. Strong documentation skills, including integration mapping, technical design documents, and system architecture diagrams.
Demonstrated ability and confidence in presenting complex ideas in simple terms to all levels in the organization. Superior communication (both verbal and writing) skills and the ability to effectively package and present information and actionable insights in a impactful way to senior leadership teams and HR professionals.
Well-developed knowledge and understanding of HR functions and structure. HRIS (preferably PeopleSoft and Oracle Cloud) and related systems experience, specifically as it relates to report development, data manipulation and data analysis functionalities.
Demonstrated knowledge and skills in business process analysis and quality assurance methodologies. Proven ability to identify process efficiencies and drive continuous improvement initiatives. Very detail-oriented with a solid track record of achieving high quality standards; understands the importance of data integrity.
Previous experience working with sensitive information and holds a high regard for confidentiality. Knowledge of legislation and standards relevant to the position – Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Occupational Health and Safety Act (OHSA), and Accessibility for Ontarians with Disabilities Act AODA.

Strong project management skills, knowledge of change management concepts and strategies and ability to develop supporting tools and materials. Demonstrated experience in agile management or other related methods is considered an asset. Project management certification would be an asset.
