Job SummaryFraser Health is hiring for a strategic and innovative Director, Corporate Finance role located in New Westminster, reporting into the Executive Director, Corporate Finance. This position will allow you to combine your leadership skills and your knowledge to support Accounting Services for Fraser Health consisting of managing the General Accounting, Treasury Finance Services & Partnership Contracts and Physician Compensation Departments. This Director will work closely with Medical Affairs to ensure payments to physicians are made correctly and in a timely manner. This Director will also need to have a clear understanding of policies, as they will be responsible for devising, updating and modernizing across the health authority.
As the successful candidate, you will have:
- Chartered Professional Accounting designation (CA, CGA or CMA)
- Ten (10) years’ recent related accounting experience in a senior management role, including five (5) years’ related comptroller responsibilities in a large complex organization.
- Experience in a public sector/unionized environment a strong asset.
Detailed OverviewSupporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Oversees the development, coordination and management of the General Ledger, Capital Accounting and Physician Compensation Departments for Fraser Health including internal controls, statutory and financial reporting; plans, implements and evaluates related physical, financial and human resources in support of the strategic and operational needs of the designated portfolio including financial analysis, business support, budgeting processes and guidelines; participates as a member of the Accounting Services portfolio in the development of the mission, strategies and goals for the designated financial portfolio to ensure the optimum delivery of appropriate financial and accounting services for FH; reviews and analyzes budgets for the designated portfolio including proposed initiatives.
The Director, Corporate Finance participates at the Regional and Provincial level to define, influence and implement financial policies, procedures, systems, internal controls and to work towards consistent application of Financial Reporting standards.
Responsibilities
- Identifies strategic issues and proposed directions for the Corporate Finance teams within the Finance department, in collaboration with the Executive Director and senior management team, by methods such as gathering information, assessing trends, consulting with relevant stakeholders, identifying issues that impact on strategic directions, proposing authority-wide initiatives, incorporating approved initiatives and recommending shifts in service/scope to ensure consistency between the portfolio and the strategic directions of the organization.
- Develops and recommends short and long range goals and objectives for the designated portfolio ensuring that plans support the goals, policies and vision of the Accounting Services department; develops, coordinates and monitors long term financial practices and incorporates best practices into the designated portfolio to ensure that the financial goals are consistent with FH's long term objectives.
- Develops, implements and reviews policies, standards and procedures to ensure the delivery of effective and efficient accounting services for the designated portfolio; provides leadership on financial activities to ensure the efficient utilization of the financial resources are within the objectives, plans and budgets established by FH senior management; plans and implements operating and capital budgets for the portfolio including budget preparation, authorization control and reporting of expenditures.
- Directs the development and maintenance of accounting processes for Fraser Health to provide complete and accurate records of assets, liabilities and financial transactions in accordance with generally accepted accounting principles (GAAP), Ministry of Health Services policies and procedures and FH policies; works with the Accounting Services department to integrate various financial elements for FH-wide decision making on operating plans, capital investment decisions, financing and other business initiatives and to ensure accurate and timely payments to staff, vendors and physicians; ensure accurate and complete collection of revenues by reviewing cash flow needs/issues and investment portfolio performance.
- Directs the preparation of financial statements and other reports to ensure timely and accurate information to the Senior Executive and Board of FH, the Ministry of Health Services and external organizations.
- Facilitates the timely and efficient completion of the annual external audit and related reporting to comply with statutory and other regulatory requirements.
- Provides advice and financial analysis to senior management as required; plans, prioritizes and directs numerous concurrent projects through all phases from planning to implementation and evaluation for the designated portfolio.
- Provides leadership to all staff within the assigned portfolio and motivates them towards the attainment of the goals of the department and FH; develops and recommends an organizational structure to meet the operational needs and the responsibility of each employee including an ongoing system for measuring staff performance.
- Works with other Finance Directors to develop and implement performance measures for reporting at the regional level.
- Ensures the recruitment and professional development of employees within the assigned portfolio; oversees and participates in the management of human resource matters for the assigned portfolio up to and including terminations, as required.
- Contributes to authority-wide analysis of business system requirements and related systems/process re-engineering initiatives. Participates in planning, selection, and implementation of business systems/processes for the region and ensures full integration to meet user needs and reporting requirements.
- Plans and implements an effective quality improvement program to ensure a high level of client satisfaction; establishes effective administrative systems for maintaining, evaluating and reporting on the operations of the assigned portfolio including departmental activities and progress on objectives and projects.
- Represents FH through participation on external committees (e.g. Ministry of Finance committees), organizations and in advisory activities as appropriate; attends meetings of the Finance and Audit Committee and Board, as required.
QualificationsEducation and ExperienceA recognized professional accounting designation (CPA).
Master's degree in Business Administration, Commerce, Finance or related discipline, supplemented with ten (10) years' recent related financial accounting experience including five (5) years' experience in a senior leadership role in a large complex organization, or an equivalent combination of education, training and experience.
