The Child Protection Worker – Human Trafficking Response (CPW – HTR) plays a critical role in identifying, investigating and intervening in child protection cases involving suspected or confirmed human trafficking. This position ensures compliance with the Child, Youth and Family Services Act, 2017 (CYFSA) and supports the implementation of Bill 251 – Combating Human Trafficking Act, 2021, which strengthens cross-sector collaboration, enhances protection for children and youth, and addresses coerced debt and exploitation.
The CPW- Human Trafficking Response (CPW – HTR) will assess and respond to cases that meet eligibility for service, determine whether a child is in need of protection, and provide trauma-informed safety intervention, risk mitigation, and case management. The position requires strong collaboration with community partners, law enforcement, and specialized anti-human trafficking services to ensure safety, permanency, and well-being for children and youth suspected or entrenched in Human Trafficking.
PRINCIPLE RESPONSIBILITIES
Child Protection & Case Management
Conduct investigations into reports that indicate a child may be in need of protection due to suspected or confirmed human trafficking, consistent with CYFSA s.74 and Ministry Standards.
Assess risk, plan interventions, and determine eligibility for ongoing child protection services using the Signs of Safety framework and Diversity, Equity, Inclusion, Truth & Reconciliation (DEITR) practices.
Implement provisions of Bill 251, including:
Coordinating responses that prioritize victim safety and well-being.
Supporting survivors to exit trafficking situations without coercion, intimidation, or fear of debt bondage.
Ensuring access to specialized services and protections under the Prevention of and Remedies for Human Trafficking Act, 2017,
Assess if it is required to bring a child who is 16 or 17 to another location for up to 12 hours for the purpose of offering services and support to the child, including the possibility of entering into an agreement as per Bill 251.
Carry out risk assessments of family and child needs, considering cultural identity and safety factors.
Develop short- and long-term plans including placement, permanency, and treatment resources.
Emergency & Legal Intervention
Where necessary, exercise emergency powers under the CYFSA to remove children from unsafe environments, including preparing and filing required court documents.
Testify in Family Court or Criminal Court regarding child protection and trafficking-related concerns.
Ensure all medical, placement, and safety requirements are completed within mandated timelines.
Seek out court endorsed restraining orders against the Trafficker for the purpose of aussi8rng the safety of the child/youth.
Youth-Centered, Trauma-Informed Practice
Provide direct crisis intervention, advocacy, and trauma-informed support for youth impacted by trafficking either suspected or entrenched.
Complete mandatory visits with children in care, and Youth in a Voluntary Service Agreement (7 days, 30 days, ongoing 30-day intervals) and ensure outcome plans reflect the unique risks related to human trafficking.
Be flexible and available (day and evening hours) to respond with Peel Regional Police and Ontario Provincial Police on joint cases.
Work collaboratively with other child protection workers, caregivers, families, and support networks to enhance safety and permanency.
Community & Systems Collaboration
Build and sustain partnerships with key stakeholders, including but not limited to:
Peel Regional Police & specialized trafficking units (VICE)
nCourage Hub & local trafficking service providers
Mental health, addictions, and health services
Region of Peel & community safety agencies
Provide consultation to internal staff and external partners on cases involving trafficking, sharing best practices and trauma-informed approaches.
Actively participate in training, working groups, and committees on anti-human trafficking to stay current with emerging practices.
JOB SPECIFICATIONS/COMPETENCIES
Effective assessment, interviewing, relationship building skills
Must have knowledge of investigating, assessing and supporting youth where Human Trafficking is a risk factor, suspected or confirmed
Knowledge of the SEY tool
Knowledge of the Signs of Safety Framework
Knowledge & skills in Diversity, Equity & Inclusion
Good skills in child protection assessment, case management, network building, safety planning, risk and strengths assessment
Good skills and experience in family/child assessment and counseling and crisis intervention.
Knowledge of family systems, child development, and child in care issues.
Good computer skills
Good and timely oral and written communication skills, particularly with recording and reports
Ability to be flexible in a changing work environment and responsive to client needs
Knowledge of and/or direct experience working with human trafficking cases considered a strong asset
The position is primarily on-site
QUALIFICATIONS
Bachelor of Social Work or Master of Social Work degree from a recognized university and must have at least three years of child protection experience OR
A Bachelor's Degree from a recognized university in a related field, and at least three years of child protection experience.
Must be authorized as a child protection worker or ability to secure the authorization within a specified period of time.
A class "G" driver's license and daily access to a vehicle are required
