BACKGROUND
WUSC is a Canadian global development organization working to catalyze positive education and economic outcomes for young people. WUSC currently operates in 28 countries across Africa, Asia, the Middle East, and Latin America and the Caribbean, as well as in Canada, with an annual budget of approximately CAD $65 million. Our global team includes over 100 staff in Canada and more than 250 staff internationally, implementing a diverse portfolio of development projects in collaboration with numerous multilateral and bilateral donors, and philanthropic foundations.
Nature and Scope
The HRIS, Pay & Benefits Administrator ensures the accurate and efficient management of the Human Resources Information System (HRIS), payroll, and all employee benefits programs. This critical role is responsible for maintaining data integrity and regulatory compliance, optimizing HR processes through technology, and providing clear, reliable support to employees on all HRIS and benefits inquiries.
RESPONSIBILITIES

HRIS Management (BambooHR)
Manage the full functionality of BambooHR, ensuring data integrity for all employee records, organizational structure, compensation, and performance data.
Process all employee lifecycle transactions, including new hires, transfers, promotions, terminations, and status changes.
Develop, generate, and distribute standard and custom HR reports, dashboards, and analytics for management and HR functions.
Act as the primary point of contact for HRIS inquiries, providing training and support to staff on system usage.
Support system upgrades, testing, and projects, while proactively identifying opportunities for process automation and efficiency improvements.

Employment Documentation & Contract Lifecycle
Manage the end-to-end lifecycle of employment documentation within BambooHR, ensuring efficiency and legal compliance.
Prepare and issue accurate contracts (new hires, amendments, renewals) and legally compliant termination documentation in coordination with payroll functions.
Streamline and automate documentation processes, including self-service functionality for generating official letters (e.g., salary verification).
Periodically audit and update all contract and letter templates, utilizing the system’s e-Signatures feature and automated alerts for contract expiry tracking.

Payroll and Time Management
Ensure accurate and timely bi-weekly payroll for Ottawa and some overseas staff by coordinating closely with Payroll Harmony.
Process all salary and insurance adjustments, input new hires, and manage terminations, while maintaining accurate payroll files.
Coordinate year-end processes (T4s, Employment Health Tax), Records of Employment (ROEs), severance, and service award payments.
Manage employee timesheets and time-off administration using Journyx, overseeing timely submission, resolving compliance discrepancies, and managing all PTO accruals and leave balances.
Collaborate with Corporate Finance to ensure accurate project coding allocations within Journyx.

Benefits Administration
Administer all employee benefits programs (domestic and overseas).
Insurance: Manage all aspects of the insurance plan, including maintaining up-to-date employee data on vendor websites, processing monthly billings, liaising with brokers on renewals, and assisting employees with claims, coverage, and disability benefits/absences (including EAP scheduling).
Group Savings: Manage Group RRSP/TFSA accounts, liaising with the Royal Bank to open accounts for new employees and processing payroll contributions.
Leave: Calculate and manage maternity leave top-ups, including issuing related agreements and coordinating payroll accuracy.

General HR and Onboarding Support
Conduct comprehensive payroll and benefits orientation for all new hires, ensuring all required documents are complete and accounts are created in BambooHR and Sun Life.
Provide general HR support, including maintaining quarterly organization charts (Canada/overseas).
Assist the HR team by processing vendor invoices and payment requisitions.
Maintain organized and confidential electronic employee files and records.

Qualifications
Education: Bachelor's degree in Human Resources, Business Administration, or a related field. HR, Payroll, or Benefits certifications are a strong asset.
Experience: 2-3 years of experience in HR, with a strong focus on HRIS administration, payroll, and/or benefits management.
Technical Proficiency: Proven experience with a major HRIS platform (e.g., BambooHR, Workday, ADP, Ceridian). Experience with benefits plan design, compliance, and vendor management.
Analytical Skills: Strong analytical and problem-solving abilities with a keen attention to detail and accuracy.
Core Competencies: Excellent understanding of HR processes, policies, and best practices. Ability to handle sensitive and confidential information with discretion.
Software: Proficiency in Google Suite and Microsoft Office Suite
Communication: Strong written and verbal communication skills, with the ability to explain complex information clearly to employees.
Work Style: Highly organized, strong time management skills, ability to prioritize multiple tasks and meet deadlines while working independently and as part of a team in a fast-paced environment.
Languages
Complete fluency in English is required. Knowledge of French is [a strong asset/required].
