Our Bus Network and Service Planning Office is looking for a Senior Manager, Bus Sponsor to participate in strategic project planning, improve coordination and decision-making through enhancement of governance mechanisms and enhance collaboration using project management and sponsorship approaches.
What will I be doing?
Provides senior leadership and direction to advance projects related to GO Bus and Bus Rapid Transit, working alongside Project Delivery teams and business owners to define project requirements (infrastructure, operational, maintenance, fleet, customer experience, etc.). Ensures that the assigned projects are correctly planned and executed to meet, or overachieve goals, cost and schedule requirements as defined by Metrolinx.
Manages project benefits through the various stages of a project’s lifecycle from planning to close-out, providing advice and recommendations to the Director and Vice- President and members of the senior management team. Proactively identifying decisions and addresses issues to give the project clear direction on how to proceed.
Leads the capital project approvals process and prepares detailed reports defining a project’s scope, ensuring the budget and funding is secured, and assuring a project is at a state of readiness and can advance to the next stage.
Participates in supportive and collaborative relationships with diverse internal and external stakeholders (e.g. municipal officials, municipal transit service providers, NGOs, landowners) during the preliminary planning, and business case development stages of transportation and land use planning projects, support negotiations, identify / assess risks and address strategic project planning issues.
Oversees the development of business cases, in accordance with Metrolinx’s Business Case Guidance, to inform decision- making on projects to support GO Bus service increases, fleet requirements, bus infrastructure improvements (including new/upgrades to bus facilities, additional platform and layovers at GO stations, GO park-and-rides, and on-street stops).
Conducts the evaluation of project alternatives, including leveraging financial and procurement strategies to deliver on the projects; participates in studies and makes recommendations for decision-making on changes within area of responsibility.
Monitors project progress to ensure that project planning objectives are delivered on time and within budget. Meets corporate objectives and manages project activities within budgetary limits.
Provides leadership oversight and direction to project teams (e.g. defines team member roles, responsibilities, and expectations); delivers timely feedback to ensure an optimum use of team skills; manages project team and monitors work assignments for adherence to timelines; monitors the achievement of performance objectives; develops and implements action plans to address performance gaps.
What Skills and Qualifications Do I Need?
Completion of a degree in Planning, Engineering, Urban Studies, Geography, Economics, Business, or a related discipline – or a combination of education, training and experience deemed equivalent.
Demonstrated management experience developing corporate projects and strategy in a similar function, preferably with the public sector. Familiarity with transit sector (particularly bus) and working in a project delivery environment leading projects an asset.
PMP Certification is an asset.
Leadership skills and experience in transportation / transit within a multi-jurisdictional and multi-modal framework to lead project teams and re-align activities to meet priorities; to provide technical and administrative leadership to teams.
Demonstrated negotiation and mediation skills are required for the successful resolution of project and contract related issues.
Working experience in all phases of project management, project planning, engineering, construction, contract administration and accounting.
Project management skills to formulate project goals and objectives, prepare and monitor project budgets, conduct cost/benefit assessments for projects, and prepare and present information for project approvals; to monitor project activities for adherence to timelines, budgets and project objectives; to understand the inter-related aspects of large-scale project implementation.
Excellent relationship and stakeholder management and influencing skills and the ability to work in collaboration with colleagues, contractors and stakeholders across organizational boundaries, building networks and addressing issues as they arise to ensure project deliverables; to build and influence value added relationships with diverse internal and external partners and stakeholder to achieve corporate wide objectives.
Strategic thinker with proven change management skills to lead transformative projects.
Communication skills to develop relationships with stakeholders and other directors; to advise, brief and influence senior and executive management on potential issues/conflicts.
Highly developed presentation skills to prepare and present reports, recommendations and submissions.
Proven political acuity skills to recognize and respond to issues which may have impact for the Vice-President, Executive Vice-President, Chief Operating (GO&UP) & Safety Officer, and the CEO; demonstrated ability to recognize and provide support to issues which may impact partners and stakeholders.
Excellent oral, written, and presentation skills from both a technical and a business audience perspective; ability to provide clear and concise answers to anticipated questions regarding project implementation procedures, progress and status.
