The Budget, Planning and Finance Office provides strategic and operational advice on the financial and budget management of the Faculty, as well as internal institutional and Faculty research data and business support services to all of the Faculty’s units. The Office models, plans, and implements the Faculty’s operating budget and provides Faculty-wide support and advice on the management of research, restricted and trust funds; financial analyses and forecasting; strategic planning and budget analysis; policy compliance and develops and delivers finance and business training seminars for A&S academic administrators and administrative staff.
Your opportunity:
Under the direction of the Assistant Director, Finance and Business Administration, the incumbent will supervise the work of a team of accounting professionals in the Budget, Planning & Finance Office, and is responsible for the administration and supervision of all payroll activities, accounts payable, accounts receivable, banking, logistics, third party merchant accounts, and procurement activities for administrative units within the Dean's Office,as well as faculty academic units and clients supported by the Budget, Planning & Finance Office. The incumbent will respond to inquiries from across the Faculty of Arts & Science on complex processing and business matters, providing back up support as needed, and prepares and delivers orientation and training for new business administrators. The incumbent ensures that all business and payroll transactions are aligned with the general accepted accounting principles, the University’s financial policies and guidelines, the procurement policies, as well as the Faculty’s funding rules.
The incumbent is responsible for regularly reviewing units’ business processes and ensuring they are compliant with the university’s requirements. The incumbent will be responsible for rolling out new business solutions, processes and measuring compliance to new guidelines and polices. The individual will act as representative on ad hoc committees that meet to review and pilot new tools and business solutions.
Your responsibilities will include:
- Advising staff on payroll accounting practices and University financial policies and procedures
- Applying the University Guide to Financial Management and other applicable policies, agency and regulatory requirements
- Fostering cooperative working relationships with a wide variety of internal and external contacts
- Planning and overseeing short- and long-range activities that support financial administration, including performing complex financial data modelling and analysis
- Recording detailed transactions for many accounts including payroll
- Keeping well-informed on changes to policies, procedures, collective agreements, and applicable legislated requirements
- Keeping well-informed on purchasing and/or procurement policies and procedures
- Directing the activities of a group of staff-appointed employees all performing a similar function
Essential Qualifications:
- Bachelor's Degree in Accounting or Business Administration, or an acceptable equivalent combination of education and experience
- Minimum five (5) years of recent and related financial and payroll administration experience, preferably in a postsecondary or research-intensive institution.
- Experience providing supervision to employees processing payroll.
- Demonstrated experience with applying general accounting principles, collective agreements, agency and regulatory requirements, or other related financial policies and procedures.
- Experience with financial and procurement policies and procedures of the University of Toronto and their application.
- Demonstrated experience with payroll processing, purchasing and lease agreements, and internal control principles.
- Experience working with complex spreadsheets, analyzing financial data and producing complex reports.
- Advance skills with Microsoft Office 365 (e.g. Word, Excel, PowerPoint, Access, Outlook, SharePoint, Teams).
- Expert knowledge of the University's Financial Information System (FIS), Human Resources Information System (HRIS), and Research Information System (RIS) and/or other related financial and payroll systems.
- Strong ability to organize and communicate statistical and financial information to nonfinancial staff and faculty at all levels
- Excellent oral and written communication, interpersonal, analytical, leadership and decision-making skills.
- Ability to multi-task and have excellent attention to detail and accuracy.
- Strong organizational and time-management skills, with the ability to manage and adapt to new and changing priorities.

Assets (Nonessential):
- Completion of a recognized professional program (e.g. CPA).
- Financial and administrative experience with the Faculty of Arts and Science.

USW Pay Band 15 -- $97,348. with an annual step progression to a maximum of $124,491. Pay scale and job class assignment is subject to determination pursuant to the Job Evaluation/Pay Equity Maintenance Protocol.
