- Provide leadership to coordinators and program clerks within the portfolio and overall management functions of the staffing services
- Recruitment and retention of staff in collaboration with the staffing education team to support students transitioning from education into practice
- Provide leadership to clinical operations and programs to support/foster a collaborative practice environment
- Support program clerk teams at multiple locations in the North hospital and community sites
We will be looking for you to have the following:
- Bachelor's degree in a related discipline
- Five (5) years' recent, related experience within a large complex organization including two (2) years' experience in a leadership/supervisory position
- An equivalent combination of education, training and experience may be acceptable
This is a Relief Full-Time position is available until January 2027 and which will be based at our Central City offices in Surrey, BC.
Detailed OverviewSupporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Responsible and accountable for managing and providing leadership for the designated Staffing Services portfolio including the management of people and financial resources; oversees designated operational and administrative activities of staff scheduling services for Fraser Health (FH); provides support services (systems, tools and expertise) to clinical and clinical support managers and designated staff to ensure consistent, efficient scheduling systems operations; ensures staff scheduling services at FH acute and community sites including clinical and clinical support programs are delivered in an effective and efficient manner through consultative advice on system design, policies/procedures and processes, management practices and contract management.
Responsibilities
- Provides leadership in the development of staffing initiatives and overall management functions of the staffing service by working in partnership with FH's clinical programs, services and other internal stakeholders.
- Recruits and manages staff in accordance with professional standards including performance evaluation, discipline and termination consistent with current legislated/contractual obligations; participates in staff mentoring and development by promoting cooperative working relationships, positive employee relations and a continuous learning environment.
- Identifies and develops workforce plans and human resource strategies at the point of care, service or program level by working collaboratively with key program and human resource leaders to ensure evidence-informed staffing services and program scheduling structures are created.
- Prepares the annual operating and capital equipment budget for the designated Staffing Services portfolio; monitors activities and ensures expenditures are within approved budgets; implements corrective action and identifies efficiencies and promotes optimal use of resources by making recommendations for current and future program and service adjustments.
- Ensures that staffing planning and evaluation is based on data profiling, evidence-informed, quality practice environments and supports program/service managers consistent with operational needs, current legislation and collective agreement requirements; anticipates and responds to trends, shifts in services and changes in the health care system, human resources and/or collective agreement provisions.
- Provides leadership to clinical operations, clinical support programs and staff to foster a collaborative practice environment which supports staff and client involvement in decision-making to create sustainable staffing solutions
- Participates in design and implementation of scheduling system redesign initiatives; measures and responds to staffing performance metrics by developing a database and preparing reports to facilitate ongoing coordination, monitoring and reporting of staffing performance measurements such as overtime utilization; manages quality improvement and risk management processes in the context of utilization and staffing services.
- Ensures the Director, Workforce Optimization is informed of and aware of significant events and activities in the area(s) of responsibility.
- Provides education and/or training to clients and develops tools/policies, which comply with human resource and legal requirements, accreditation standards, provincial and federal legislation, regulations and collective agreements.
- Participates on assigned internal, regional and external committees, public relations activities and other project groups as appropriate; chairs and/or leads discussion as requested; prepares status reports and provides recommendations to update the Director, Workforce Optimization.
QualificationsEducation and ExperienceBachelor's degree in a related discipline, supplemented with five (5) years' recent, related experience within a large complex organization including two (2) years' experience in a leadership/supervisory position, or an equivalent combination of education, training and experience.
