Position: Financial Analyst
Salary: CUPE Pay Band 9 ($39.49 to $46.19/hr)

Reports to: Division Leader - Financial Planning & Analysis
Purpose of Position:
Reporting to the Division Leader- Financial Planning & Analysis, this position assists with providing financial analysis, monthly reconciliations and allocations, and preparation of year-end working documents as well as providing analytical support to the Accounting & Revenue Division.
Qualifications & Experience:
3 year University degree or College diploma in Business Administration (Accounting) Diploma, or equivalent
Must have a Professional Accounting designation (CPA) and be a member in good standing.
3 years of related experience required including accounting and general office administration as well as preparing, processing and presenting statistical information (including graphs); preference given to municipal experience.
Valid Ontario Class “G” drivers’ license
Must have experience demonstrating effective written and verbal communication skills.
Must have a clear police clearance
Knowledge & Skills:
Must possess advanced accounting skills with attention to detail.
Must have experience in demonstrating organizational, analytical, planning, research and problem-solving abilities with effective interpersonal skills.
Computer literacy at an advanced skill level utilizing financial, database and MS Office software including word processing, spreadsheet, database, and presentation applications.
Must have demonstrated mathematical and analytical skills.
A demonstrated self-starter with strong analytical skills combined with superior organizational skills.
A general understanding of municipal administration is an asset to the position.
Major Responsibilities:
· Maintain capital accounting and reporting system, updated tangible capital asset database for all municipal departments, ensuring compliance with approved policies and procedures including PSAB requirements.
· Monitor capital project budgets, include grant and partnership contributions, prepare capital variance review, and follow up with the project managers.
Provide financial analysis support including preparation of variance analysis and statistical data reports.
Preparation and analysis of financial reports for forecasting and trending
Updating and maintaining financial spreadsheets
Generation of ad hoc reports as requested.
Responding to departmental inquiries
Assist in the research, analysis, cost, and implement financial projects.
Assist in the Operating, Capital and Salary budget preparations, providing analysis and assistance in financial forecasting.
Maintain required spreadsheets for the purpose of producing financial reports.
Track subsidies and grants, and expedite payments, ensuring financial obligations in various Municipal agreements are met.
Prepare and reconcile working papers for external audit.
Prepare year-end reports and journal entries.
Complete cost and rate analysis and annual review to ensure full cost recovery where required.
Liaise with staff, external agencies and consultants as required.
Assist the Manager with research, analyze, cost, and implement financial projects, policies and procedures.
Prepare Monthly Reserve Reconciliations
Assist in data collectionand analysisfor the Asset Management Plan.
Prepare bank reconciliations.Provide support in Financial Planning & Analysis as required.Understand and adhere to the Occupational Health and Safety Act and Town Health and Safety policies and procedures.Other duties as assigned.
Decision Making and Judgement:
· Work is performed under the general direction of the Division Leader- Financial Planning & Analysis, with access to municipal policies, procedures, bylaws and regulations.
Physical Skill and Effort
Manual dexterity to operate a personal computer.
Must be in good overall health, no specific physical skills required.
Interaction Level:
Interpersonal skills to liaise with management and the public in a friendly and cooperative manner.
Internal
With Management for data collection especially for budget preparation.
With other staff to ensure the provision of timely information and services.
External
Occasionally handle or redirect general enquiries from the public, contractors, and other stakeholders.
With software provider, other municipalities, etc. to exchange information.
Working Conditions:
Environment
Works within an office environment.
May be subject to adverse behaviour when communicating with the general public or others.
Some travel may be required.
Control over Work Schedule
This position is in the CUPE Local 702.4 bargaining unit.
Hours and days of work as prescribed by the respective collective agreement. Usually Monday to Friday from 8:30 a.m. to 4:30 p.m. (35 hours per week)
Occasionally may be required to work beyond normal working hours to meet deadlines or attend meetings. All overtime is subject to the terms of the respective collective agreement.
