HEABC leads and supports the strategic planning related to human resources and labour relations on behalf of British Columbia’s publicly funded health employers. HEABC is responsible for negotiating provincial agreements for 138,000 unionized health care employees including nurses, physician residents, ambulance paramedics, health science professionals, and more.
HEABC’s Human Resources, Strategies and Services (HRSS) department is responsible for the implementation and management of several provincial programs that support the recruitment and retention of health professionals in British Columbia. The department is home to the Practice Ready Assessment-British Columbia (PRA-BC) program.
PRA-BC is an assessment program for internationally educated physicians who completed residencies in family medicine outside of Canada and who have no alternative pathway to licensure in British Columbia. PRA-BC is administered by HEABC and is a collaborative venture between the College of Physicians and Surgeons of British Columbia, the Joint Standing Committee on Rural Issues comprised of representatives from the provincial government and Doctors of BC, the University of British Columbia Faculty of Medicine's Division of Continuing Professional Development, and regional health authorities. PRA-BC was established in 2015 and since its inception has successfully assessed 363 family physicians who have supported 78 communities across BC. PRA-BC is an important element in BC’s physician human resource recruitment strategy.
The successful candidate may be permitted to work in a hybrid model (combination of in-office and flexible work location) and will live within commuting distance of our Vancouver office. This position will have a mandatory 3-month onsite/in office training period.

OPPORTUNITY:
HEABC has an opening for a temporary Recruitment Associate, PRA-BC (Immigration), for a 12-month term contract. The position will report to the Program Manager, PRA-BC, and the Senior Consultant, PRA-BC, and will have a dotted line to the Senior Consultant, Physician Recruitment (for training and limited oversight). The Recruitment Associate supports the immigration needs of all PRA-BC program candidates, to facilitate their candidate journey to BC. The Recruitment Associate will also participate in initiatives and projects within the PRA-BC program.
Responsibilities include:
Providing up-to-date and accurate information, expert advice, and assistance to candidates and health employers in dealing with provincial and federal officials, consultants, employers, and others with respect to immigration matters.
Educating candidates and employers about immigration matters through consultation calls and by delivering presentations, developing electronic and printed communications materials, and providing relevant written and verbal information on the BC Provincial Nominee Program (PNP) and other immigration processes.
Entering and updating all relevant data within the PRA-BC database system and producing reports as required and updating tracking sheet.
Staying up to date on general immigration news and policy changes, updating internal and external partners, as well as candidates.
Required Experience:
Successful completion of human resources diploma or relevant degree.
RCIC (Regulated Canadian Immigration Consultant) is considered an asset.
Minimum two (2) years of experience in a position requiring knowledge of recruitment practices, immigration matters or an equivalent combination of education, training, and experience (preferably in health care).
Demonstrated customer service skills, along with the ability to provide specialized recruitment support services, including candidate management, supporting Federal/ Provincial government application processing programs, and providing immigration, temporary work visa, and permanent residence information.
Intermediate to advanced knowledge of MS Office (Word, Excel, Outlook, PowerPoint, and MS Teams), and other online systems (e.g. Zoom, virtual webinars).
The ability to research and present issues, effectively prioritize work, make formal presentations, and communicate verbally and in writing.
Some travel may be required.
Salary Range: $62,239 to $89,469
Typical Hiring Range: $62,239 to $77,799
In determining salary, HEABC considers many factors including the successful candidate’s skillset and experience as well as internal equity. The final salary offer will be at HEABC’s sole discretion and presented as part of a competitive total compensation package.
