Greater Victoria Public Safety Unit Team Leader (NCO)
The Greater Victoria Public Safety Unit (GVPSU) NCO is a seconded position funded by the participating municipal agencies who contribute to the GVPSU.
The GVPSU NCO position is open to those holding the rank of Sergeant (at the time of application) who have the relevant leadership, knowledge, skills, abilities, and experience required to perform the duties of the GVPSU NCO. The tenure of this position is four years with an option to extend to five years with the approval of the Joint Management Team (JMT.)
The GVPSU is an integrated unit consisting of members from all municipal police agencies in the Capital Regional District. GVPSU also consists of an integrated fire medic program supported by the Esquimalt, Saanich, Central Saanich, and Oak Bay Fire Departments. GVPSU provides specialized services, advice, equipment, training, and emergency response to ensure public safety, public order, and investigative assistance. This includes attendance at public gatherings in support of the right to peaceful, lawful protest and to mitigate the potential for violence.
Job Description:
Report directly to the OIC GVPSU
Oversee all components of GVPSU (Tactical Team, Search, Obstruction Removal, Fire-Medics, Police Liaison Team, Crowd Management, Evidence Gathering)
Conduct all GVPSU activities in a manner consistent with Public Order best practices
Liaise and consult with Police Supervisors and the (on-call) Public Order Commander in relation to planning and deployment
Supervise and evaluate GVPSU team members during operational and training sessions
Conduct training sessions according to the yearly schedule of training days. Overall responsibility for planning and organizing the yearly training program
Document and maintain records related to GVPSU deployments, training an equipment
Maintain the GVPSU policies, procedures and guidelines
Oversee GVPSU equipment procurement, maintenance and management to ensure operational readiness
Oversee the selection process for applicants to GVPSU
Prepare the annual GVPSU budget and report
Responsible for the training and evaluation of GVPSU team members
Maintain professional contacts with other GVPSU teams and advisory groups
Serve as the liaison to all GVPSU partner agencies in policy development and training related to public order
Required Qualifications:
Demonstrated leadership abilities
Advanced level of knowledge, training, and experience, in relation to Public Order events and planning
Demonstrated planning, implementation, and organizational skills
Strong communication skills, including demonstrated ability to present to internal and external audiences.
Possess a fundamental understanding of the Gold/Silver/Bronze command structure
Must have the ability to quickly identify threats and risks to police and public in the scope of public events
Must have the ability to quickly assimilate and apply new information while under pressure
Must be a self-starter and have the ability to work unsupervised
Demonstrated ability to build and maintain relationships with partner agencies, community groups and various levels of governance
