Position Summary:
As a member within the Office of the General Counsel and Chief Compliance and Privacy Officer (CCPO), the Privacy Advisor will collaborate with members of the Privacy team and report to the Manager of Privacy. The Privacy Advisor has experience and expertise in Ontario privacy legislation, including the Personal Health Information Protection Act (PHIPA) and the Freedom of Information and Protection of Privacy Act (FIPPA).
The Privacy Advisor's responsibilities include the following:
Working knowledge of applicable provincial and federal privacy law (e.g. PHIPA, FIPPA, PIPEDA, etc.), the interpretation and application of the law, procedural rules of the Information and Privacy Commissioner of Ontario (IPC), and best practices within the field
Provide privacy advice, guidance, communications to support privacy compliance within the organization
Respond to privacy inquiries and manage issues through to resolution
Manage Freedom of Information requests, privacy complaints, access appeals, liaise with other departments as needed
Manage privacy breaches including investigations, notifications, reporting and tracking. Prepare yearly IPC breach report
Perform or support ongoing compliance monitoring activities such as auditing access to personal health information within THP’s health information management systems
Contribute to the development and delivery of privacy training, orientation, and on-going awareness campaigns
Liaise with external stakeholders such as the IPC, other hospitals and community partners and participate in privacy related regional forums, conferences, and committees
Contribute to the hospital's privacy documents (policies, standards, baselines, guidelines and procedures)
Support or conduct privacy reviews of agreements, projects or initiatives
Track the status of privacy files and maintain/support a centralized filing system and key performance indicators
Key Qualifications:
A post-secondary degree or diploma
A minimum of two (2) years of privacy work experience, preferably in a public sector or healthcare organization
Working experience applying PHIPA and FIPPA or the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA)
Effective team player with concurrent strengths working independently
Proven issues management skills with the ability to analyze data, assess risks, and manage stakeholders
Excellent analytical, attention to detail, organizational, problem solving, and oral and written communication skills
Keen judgment and exceptional strategic and critical thinking skills
Flexibility with work environment and ability to work remotely or in-person, depending on THP's and the Privacy team's needs
Certified Information and Privacy Professional/Canada (CIPP/C) certification or equivalent industry recognized certifications preferred
