Detailed OverviewSupporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Reporting to the Executive Director People Services, the Director holds a key leadership role ensuring Fraser Health's priority "recruit the best, develop for the future", is supported with strategic and operational plans for the identification, connection and acquisition of candidates for Fraser Health Executive and Executive Director roles. The Director work in partnership with the Director Leadership and Talent to ensure that considerations for Executive and Senior Leadership roles assess and consider both internal and external talent.
The Director develops and oversees a full external search service function. The search services are targeted at Executive and Senior Leadership roles. This service integrates with Talent Development to ensure development and advancement supports the abilities and degree of readiness of our employees as well as external search. Through the presentation of high calibre external and internal talent, Fraser Health can ensure effective leadership is in place to lead the delivery of services/programs across Fraser Health.
The Director works with members of the Executive to discussion and identify leadership needs. With this information base, develops and implements an Executive/Senior Leadership acquisition strategy. The Director provides expert consultation on the availability of external resources through local, provincial, national and international search activities.
Responsibilities - Working with the Executive Director People Services and members of the Executive, the Director leads the development, planning, analysis and execution of key Fraser Health priorities and Employee Experience Objectives to be build and direct an innovative, comprehensive and integrated Talent Acquisition integrated within an internal Talent Development program.
- Works with members of the Executive to discuss and identify key operating and leadership needs. Focuses search services for Executive and Senior Leaders for corporate, clinical and physician roles.
- Applies current business thinking and practice models to support Fraser Health Executives to find and hire the best talent into Executive and Senior Leadership roles.
- Develops, executes and directs a successful in-house Executive Management search service with local, national and international search capabilities. Works with the CEO and members of the Executive on the identification, sourcing and support for talent and the placement of high performing leaders in Executive and Executive Director positions across corporate, clinical and physician leadership portfolios.
- Establishes and maintains extensive partnerships and networks in order to develop a pipeline of talented applicants for anticipated and future opportunities.
- Collaborates with Employee Experience Talent Development to define the attributes and competencies of high performance employees, and supports the development and execution of succession planning and other talent management strategies.
- Develops, implements and directs effective talent acquisition strategies in conjunction with members of the Executive to ensure there is appropriate leadership to lead program and operational needs.
- Develops, evaluates and implements an Executive Senior Leadership acquisition strategy for the health authority to activate organizational strategy and leadership potential that is key to short term and long term priorities and operational needs.
- Develops operating plans and strategies for the Fraser Health Search Services function to support and contribute to Fraser Health priorities including: recruit the best and develop for the future.
- Designs and implements proactive talent acquisition programs and processes that attract, select and retain qualified and diverse applicants as members of the Executive and Executive Director or equivalent roles.
- Provides �end-to-end� support to the Chief Executive Officer, Executive on the identification of position profiles, strategic and operational challenges, the talent development and/or acquisition support.
- Provides overall leadership and direction to team members using effective management techniques (e.g., coaching, mentoring, skill and leadership development, performance management), and fostering a motivating and respectful environment where individual competencies can thrive.
- Leverages human resources systems and tools to provide talent acquisition skills. Regularly monitors and analyzes talent acquisition, retention and other human resources metrics to pursue continuous improvement to talent acquisition processes.
- Works closely with Data Analytics & Reporting to develop, track and report on KPI's that measure the ability of Fraser Health to identify, attract and hire �star� candidates and deliver on internal client needs.
- Oversees the creation and implementation of effective social media recruiting/sourcing strategies.
- Identifies opportunities for increased efficiencies and improving client service delivery throughout the search/acquisition process.
- Develops internal candidate identification and research capability to ensure there is a robust and timely flow and �pipeline� of high performance talent for key positions at Fraser Health.
- Develops, oversees and approves expenditure from annual operating budget and ensures the efficient and effective utilization of approved resources. Monitors budgets, identifies variances and takes corrective action as required to maintain expenditures within the approved budgets.
- Performs other related duties as assigned.
QualificationsEducation and Experience
University Graduation at the post-graduate level in business or a field related to human resources; supplemented by ten (10) plus years of experience in search, recruitment functions for business leadership roles; or an equivalent combination of education and experience.
