Role Responsibilities
The Treasury Operations team of Treasury and Risk Management (TRM) division of Treasury Board and Finance is responsible for managing the Province's banking services and cash requirements; investment, debt, derivatives and collateral activities; risk and position modelling and reporting, including performance analysis; financial settlements; cash forecasting and reconciliation; policy development and compliance monitoring; and administration of the loans to local authorities program.
The Treasury Analyst, Settlements position reports to and directly assists the Manager, Debt Operations and Cash Forecasting with the primary responsibility of managing all financial settlements pertaining to capital market activities, using available treasury management systems and applications, as well as to perform key position monitoring, compliance and financial reporting functions in the Treasury and Risk Management area.
The TRM financial market activities including investment, debt issuance, derivative and associated collateral, has been growing rapidly with added complexity, with a focus to meeting liquidity and risk management requirements of the government and its various provincial corporations. The in-house administration of various investment portfolios has tremendously added to the complexity and volume of activities.
As a member of the middle-office team, the incumbent administers settlements for all government investments, borrowing, bond buyback, derivative and collateral programs. On a daily basis, the incumbent is responsible to confirm all debt and related financial derivative positions and ensure accurate and timely settlements of financial obligations and/or financial entitlements with the province’s many different counterparties, agents and administrators. The incumbent is also responsible for coordinating with the custodians of our investment holdings to facilitate prompt and timely processing and settlements of capital market transactions leveraging available solutions.
Other responsibilities of this position include learning the division's Debt Database (an internal system of record for debt and derivative transactions) and any other existing or future debt and derivative administration platform(s), being an active user of the Bloomberg market data platform and using these tools to develop portfolio reporting to help guide funding decisions. This reporting activity will also be used to confirm and maintain compliance with the division's risk exposures and control policies.
This position will assist other areas of Treasury Management by participating in various special projects to further develop shared treasury and capital market knowledge and experience. This position also provides back-up to other areas of Treasury to ensure continuity of services, particularly in the areas of collateral management and derivative administration. As well, the incumbent will need to understand the application of internal models used to provide financial analysis and reporting as required by provincial corporations and stakeholders..
Responsibilities include but are not limited to:
Ensuring that all settlements related to investments, short-term/long-term debt issuance, bond buybacks and derivatives transactions are accurate and that any agreed upon amounts of money are accurately received by or paid by the province.
Ensuring settlement of such transactions are completed on schedule, subject to bank timelines, contractual obligations and internal protocols.
Completing the documentation for debt issues and derivative transactions, which includes working with counterparties to prepare and consolidate required legal, confirmation and closing documents. This requires knowledge of financial instruments to ensure instructions and requirements are communicated correctly to/from all stakeholders. Stakeholders include Treasury's banking and capital market teams, bank syndicate participants, legal counsel and various paying and transfer agents.
Providing debt transaction information to credit rating agencies, investors, regulatory bodies and other capital market agents as requested and/or as required.
Preparing reports for all upcoming debt maturities, debt servicing and derivative cash flows, including for lending to provincial corporations.
Preparing weekly/month-end/quarter-end debt position, swap counterparty and mark-to-market reports for senior management and other areas of the Ministry. This involves consolidating and confirming market and trade information from a variety of electronic and third-party sources.
Completing ad hoc financial analysis, projections, and modelling to improve middle-office oversight and to support broader capital market initiatives.
Fully cross-training with the Senior Treasury Analys/Manager to ensure continuity in daily collateral operations and derivative administration requirements, including associated position valuation, debt servicing cost/net interest expense modeling and financial reporting.

Qualifications
Required:
University graduation in a related field such Business, Finance, Accounting, Commerce or Management plus two years related experience; or equivalent as described below.
Equivalency: An equivalent combination of education and experience which includes as a minimum, completion of a recognized applied accounting degree or diploma program.
Assets:
Successful (or partial) completion of a supporting professional designation (such as CFA, CPA, CTP and/or FRM).
Experience working with integrated treasury management systems such as Quantum and/or Bloomberg data platforms.
Understanding of debt markets, financial derivatives, portfolio theory and basic accounting principles.
Related experience in a capital markets, treasury and/or banking environments and/or knowledge of proper banking procedures (particularly with respect to security and payment settlements).
Experience working with relevant financial information systems, reporting tools and software (e.g., Enterprise Resource Planning (ERP) / System Analysis Program (SAP).
Ability to manipulate data sets and use Excel for financial modeling.
Experience preparing briefing materials and presentations that translate financial data into meaningful information for decision makers.
Demonstrated ability to manage and maintain strong working relationships with banks, external partners, and internal stakeholders.
Strong understanding of banking and transaction timelines, including settlement cycles and operational dependencies.
Experience with end-to-end transaction processing and cash flow or trade settlements, ensuring accuracy, compliance and timely execution.
Proven ability to work effectively in a dynamic, fast-paced team environment with shifting priorities.
