Position Summary
The Senior Change Manager is a key member of the SAP Modernization Program (SAP MP), responsible for driving successful business transformation and organizational adoption of SAP S/4HANA across Finance and Logistics Services (FLS). This role provides expert leadership in planning, delivering, and sustaining organizational change and communication strategies within a multi-disciplinary program team supporting Health (NSH, IWK), Education (RCEs, CSAP), and provincial departments.
The Senior Change Manager collaborates closely with stakeholders, program leadership, SAP Service Management, and technical teams to ensure the smooth adoption, stabilization, and long-term sustainment of new processes, technologies, and user experience

Key Responsibilities
- Organizational Change Leadership
Lead end-to-end delivery of Organizational Change Management (OCM) activities for assigned SAP program workstreams.
Develop detailed work plans for OCM deliverables including Stakeholder Management, Change Impact Assessments, Change Action Plans, and readiness assessments.
Guide Change Specialists, provide direction, and ensure consistent quality in OCM outputs and deliverables.
- Change Impact, Readiness & Stakeholder Engagement
Conduct business process and user impact assessments across Finance and Logistics functions enabled by SAP S/4HANA.
Identify and analyze change implications, system impacts, and business adoption considerations.
Develop readiness plans and ensure stakeholders across Health, Education, and Government are prepared for transition and sustainment.
Engage leadership, SMEs, and end-users through structured communication, workshops, and targeted interventions.
- Communications & Engagement Delivery
Develop tailored communication strategies and messaging to support the SAP MP rollout and sustainment phase.
Manage communication logistics, meeting schedules, materials preparation, and distribution.
Ensure consistent, clear, and timely communication of updates, decisions, and change impacts.
- Risk, Issue & Progress Management
Identify, document, and escalate OCM-related risks, issues, and decision requirements.
Provide weekly status updates on OCM activities to the OCM Lead and Communications Lead.
Support governance and oversight processes to maintain alignment across all project streams.
- Knowledge Transfer & Sustainment Support
Participate in the creation and delivery of knowledge-transfer plans to operational teams.
Support stabilization of SAP S/4HANA functions to ensure high user adoption, performance, and experience.
Promote continuous learning, feedback loops, and process improvements within the change management stream.
Work Model & Conditions
Full-time engagement, hybrid model: minimum two days onsite at 1723 Hollis Street, Halifax.
Occasional full-time onsite presence may be required during critical phases.
Consultant must use a government-issued laptop and their own mobile device.
Travel within Halifax is self-funded; external travel (if required) will be reimbursed.
Strict confidentiality and non-disclosure compliance required.
Requirements
Required Qualifications
5+ years of experience delivering organizational change initiatives involving business process change and IT implementation.
5+ years of experience developing and delivering OCM assets, including impact assessments, stakeholder plans, and action plans.
Hands-on experience using PROSCI or similar OCM methodology.
Strong facilitation skills for one-on-one, small-group, and large-group environments.
Proven analytical, problem-solving, and critical-thinking abilities.
Exceptional communication skills (written, verbal, interpersonal).
Ability to manage multiple priorities in dynamic, evolving environments.
Advanced proficiency with MS Office (Word, Excel, PowerPoint).
Preferred Qualifications
OCM leadership experience within ERP or large-scale technical transformation projects.
Public-sector experience—ideally with Nova Scotia departments, NS Health/IWK, or the Education sector.
Prior experience leading change through a major SAP S/4HANA implementation.
