SUMMARY OF DUTIES
Reporting to the Senior Process Improvement & Quality Program Manager, responsible for the negotiation, preparation, and monitoring of the Division’s agreements. Receives, investigates, coordinates, and actions right-of-way encroachment inquiries and Business Improvement Area (BIA) requests for the Transportation Division. Provides contract management and project management services as required for the Transportation Division. Acts as liaison with other divisions, departments and outside agencies as required.
GENERAL DUTIES
Coordinates right-of-way encroachment inquiries by performing an initial investigation, liaising with internal stakeholders, and facilitating an appropriate resolution.
Works within the parameters of existing municipal by-laws and City of Hamilton policies to resolve encroachment inquiries and non-conformances.
Acts as a liaison between the Transportation Division and the City’s 11 Business Improvement Areas (BIAs) to respond to right-of-way requests and support collaborative initiatives.
Primary Divisional point of contact for the City’s Planning an Economic Development Department BIA Office to support strategic initiatives and cross-departmental communication.
Responsible for the management of Transportation Division’s street furniture assets, including, but not limited to benches, advertising amenities, publication boxes, etc. This includes the installation of new assets, relocation of current asses, ongoing maintenance, inventory control, and budget management.
Coordinates the negotiation, preparation, and monitoring of the Transportation Division’s Business Initiatives agreements, including municipal boundary road agreements.
Provides contract administration for the advertising amenities contract, which includes the installation of new assets, relocation of current asses, ongoing maintenance, inventory control, and vendor performance management.
Coordinates rate reviews involving user fees, permits and cost recovery formulas to ensure the section is charging the appropriate fees for the services and programs it delivers.
Designs and conducts agreement performance reviews and audits to ensure compliance with agreement terms and conditions.
Provides project management services, including the management of consultants and contractors, contract administration and the ability to liaison with other divisions, departments, and outside agencies.
Investigates and recommends innovative/creative policies and business processes for improving organizational effectiveness and efficiency. Identifies organizational problem areas and prepares background research.
Assists sectional staff with the preparation of Requests for Quotations (RFQ), Requests for Information (RFI), Requests for Proposals (RFP), and Tenders, as required.
Establishes and maintain effective working relationships with various internal stakeholders (i.e., procurement, legal, finance, etc.) and external stakeholders (i.e., the public, other municipalities, the provincial and federal governments, conservation authorities, private sector, etc.).
Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.
Participates in the development of divisional policies and procedures, goals, and objectives.
Performs other duties as assigned which are directly related to the major responsibilities of the job.
QUALIFICATIONS
Demonstrated experience with the practices of public/business administration acquired through the completion of a University Degree in Public Policy, Business Administration, Planning, Operations Management, or related discipline and/or a combination of education and progressive work-related experience. PMP designation and Lean Six Sigma certification would be considered an
Excellent verbal and written communication skills, with the ability to communicate effectively with all levels of staff, management, public/private sectors, and the public.
Previous project management experience in conducting business process reviews and developing policies and procedures. Demonstrated ability using project management principles/methodology to organize, prioritize and schedule work assignments.
Demonstrated experience in researching, analyzing, and interpreting statistical, financial, and business practices information. Demonstrated skills in examining and re-organizing operations and procedures, formulating policies, developing, and implementing new strategies and procedures.
Extensive relevant experience in the municipal Public Works environment with relevant business
Must be self-motivated and capable of working independently and as part of a team. Must excel at planning, organizing, and implementing Must possess a strong attention to detail.
Thorough knowledge and understanding of statutes, regulations, and by-laws affecting the Division (e.g., acts/regulations including but not limited to the Streets By-Law, Environmental Protection Act, Municipal Act, Occupational Health & Safety Act, Maintenance Standards, and Highway Traffic Act) and a working knowledge of related corporate policies and procedures.
Demonstrated experience in contract administration, agreement negotiation, and the ability to form strong business relationships with external agencies.
Knowledge in the development and implementation of procedures, policies, and training
Computer literacy and proficiency utilizing Microsoft products (Word, Excel, Power Point, & Outlook), and other software programs which may be required by the Division. Experience using GIS software, or other spatial analysis software, would be considered an
Possess excellent public relations, report writing, and presentation skills and demonstrate the ability to lead and participate on diverse teams.
Demonstrated ability to maintain confidentiality, exercise good judgment and discretion in dealing with politically sensitive and resident relations
Must possess a valid Class “G” driver’s License and have access to a personal vehicle (member of car sharing program is permitted).
