HEABC takes a provincial leadership role in human resources and labour relations, including disability management, issues management for more than 218 publicly funded health care employers. HEABC is responsible for negotiating six major provincial agreements covering more than 138,000 unionized health care employees including nurses, health science professionals, ambulance paramedics and dispatchers, physician residents, and support workers in both facilities and community settings.
The successful candidate may be permitted to work in a hybrid model (combination of in-office and flexible work location) and will live within commuting distance of our Vancouver office.

OPPORTUNITY:
Reporting to the Program Portfolio Manager, PMO, the Senior Business Analyst (Sr. BA) plays a critical role across the full lifecycle of projects – from early discovery through implementation and transition to operations. This includes problem identification, business case development, requirements gathering, solution assessment, and ensuring implementation readiness. BA acts as a strategic partner to business units and helps support the Project Manager and business leads. The Sr. BA is also responsible for strengthening the organization's business analysis practices.
Responsibilities include:
Partnering with business units to understand strategic objectives, identify business needs, and ensure solutions align with organizational goals.
Leading the development of business cases, including problem identification, cost-benefit analysis, and value realization.
Facilitating the documentation and analysis of business processes, identifying opportunities for improvement and ensuring alignment with best practices.
Conducting detailed requirements gathering sessions with internal and external partners, including workshops, interviews, and document reviews.
Translating business requirements into clear, actionable functional specifications for technical teams.
Evaluating and recommending technology solutions that align with business needs while ensuring scalability and sustainability.
Creating and maintaining business models, use cases, process flows, user stories, and other analysis artifacts.
Collaborating with other Business Analysts and related partners, including external vendors or service providers, as needed, to identify capability gaps and develop standardized templates, processes, and best practices.
Mentoring and coaching junior PMO team members, providing guidance on best practices, analysis techniques, and professional development.
Collaborating with Project Managers and delivery teams to resolve requirements-related issues and support change management.
Tracking and reporting on business analysis activities, maintaining clear visibility into requirements status and progress.
Building and maintaining strong working relationships with business and technical partners within HEABC, acting as a trusted advisor and subject matter expert in BA practice.
Required Experience & Knowledge:
Bachelor’s degree in business administration, information systems, or related field, and seven (7) years of experience in business analysis, with a focus on strategic and enterprise-level initiatives, or an equivalent combination of education and experience.
Strong experience in business process modeling, requirements management, and solution design.
Proven ability to work effectively with partners at all levels, from front-line staff to senior executives.
Excellent communication, facilitation, and presentation skills.
Proficiency with business analysis tools and software (e.g., MS Office, Visio, Lucidchart, SharePoint).
Experience in building and maintaining a BA practice is a strong asset.

Salary Range: $74,618 to $97,937
Typical Hiring Range: $74,618 to $93,273
In determining salary, HEABC considers many factors including the successful candidate’s skillset and experience, as well as internal equity. The final salary offer will be at HEABC’s sole discretion and presented as part of a competitive total compensation package.
