Michif Child & Family Services (MCFS) Agency is a mandated child and family services agency with the responsibility to administer and manage culturally appropriate community-based child protection and support services for Metis and Inuit people in Manitoba.
PROGRAM SUPERVISOR
FULL TIME, PERMANENT

Reporting to the Director of Service, the Program Supervisor will provide leadership and supervision to a team of workers with respect to program/case management and planning. The Service Supervisor is responsible for service delivery, team workload distribution, and implementation of all administrative, service, and personnel policy and procedures. The Service Supervisor is expected to continue to the overall performance and operation of the Agency through their work with staff, caregivers, collaterals, and other representatives. The Service Supervisor will also complete any and all necessary administrative and reporting requirements. Every position has the obligation to offer culturally relevant service or assist in accessing such service when requested. The Agency retains flexibility to shift program responsibilities depending on operational needs.
Main areas of Key Responsibilities and Activities
Supervision
Provide supervision and consultation to a variety of teams with respect to program/case management and planning.
Provide leadership to respective teams on the resolution of identified service and administrative issues affecting the teams.
Conduct regularly scheduled individual and group team meetings.
Assist team members assessing risk, individual and family functioning and service needs, crisis intervention, service planning, short and long-term intervention, home studies, licensing activities, program/case management, planning and accountable service delivery in accordance with the Child & Family Services Act, Regulations, Standards, and Guidelines.
Oversee the completion of child protection investigations and court work required by team.
Provide advice concerning the apprehensions of children at risk and coordinate the placement in appropriate and/or available settings.
Provide on-going support, advice, and direction to staff.
Participate in staff performance management including staff evaluations and discipline.
Participate in the Agency After Hours Services rotation.
Oversee and manages service delivery of department
Participate in the development and implementation of operational plans which provide for the delivery of consistent, equitable and high quality programs and services.
Effectively and efficiently manage human and financial resources allocated to the teams by adhering to budget allocations, team workload distribution, performance management, staffing and training.
Support the implementation of all Agency administrative, service and personnel policy and procedural requirements within the service team.
Advocate for team and liaise with other teams, Community Services team and external resources.
Work collaboratively with other community and related service organizations to achieve program and service objectives.
Maintain and improve existing service delivery systems as well as the identification and implementation of new program and services in response to client needs and service demands.
Identify residential resource needs for the Agency as a whole, and for specific Northern communities.
Resolve crisis situations and ensure corrective action is taken to ensure the safety and well-being of children.
Advise the Executive Director, Director of Service, and other relevant Management personnel of potential problems, issues and trends facing their programs and recommend appropriate responses.
Complete all reporting requirements
Participate in the development and maintenance of appropriate program management/program reporting mechanisms.
Provides written reports on various residential services, including home studies, yearly reviews, and incident reporting.
Represent respective teams for the purpose of reporting team activity and project status reports to other team Supervisors and Management.
Complete written reports, file recording, forms and correspondence.
Effectively manage assigned budgets and other related financial responsibilities.
Other duties as related to the position and as reasonably assigned by the supervisor, or as circumstances dictate, all within the context of the Metis CFS System Mission, Vision, and Guiding Principles as well as a strong and progressive customer service and child welfare orientation.
Education & Experience
BSW or MSW plus five years of direct child welfare experience; or
Post-secondary degree in social services plus seven years of direct child welfare experience; or
Other degrees and experience may be considered with at least seven years of child welfare experience necessary;
Demonstrated supervisory and leadership skills in a changing environment;
Experience developing strategic plans, operational plans and proposals;
Experience in crisis intervention, abuse investigation, and assessment of high-risk situations;
Experience working with Metis people;
Registered Social Worker accreditation would be an asset
Knowledge, Skills, and Abilities
Demonstrated understanding of Metis culture and communities;
Computer skills using Microsoft Outlook, Word, and Excel;
Ability to prepare reports and correspondence with MS software applications: spreadsheet (Excel), word processor (Word), Outlook;
Knowledge and understanding of the Acts, Regulations, and Standards that apply to the operation of Child & Family Services Agencies
Ability to maintain highly sensitive and confidential information;
Ability to work effectively in a high volume and time sensitive environment
Ability to work cooperatively within a team environment
Prior to commencing employment the successful applicant will be asked to provide satisfactory results of a Criminal Record Check with Vulnerable Sector Search, Child Abuse Registry Check, Prior Contact Check, Proof of $2 million dollar insurance liability, and a Driver’s Abstract upon hire at their own expense. A valid Manitoba driver’s license and the use of a personal vehicle are requisites as travel is required.
