Reporting to the Director of Engineering and Infrastructure, the Manager of Water & Wastewater Treatment is responsible for providing effective leadership and direction for all day-to-day operations of the City’s Water Treatment Plant, Booster Pump Stations and Storage Tanks, and Wastewater Treatment Plant, ensuring effective and efficient operation and maintenance. Further responsibilities include ensuring the facilities are operated in compliance with all applicable Municipal, Provincial and Federal legislation, regulations, policy and certificates of approval and permits. The Manager is responsible for the development and implementation of policies, practices and procedures that support and continually improve the operation and maintenance activities of these facilities.
The Manager, Water & Wastewater Treatment will:
Create and implement long-term operational strategies, including implementation of best practices, with a solution-oriented mindset.
Assist with the development of the Annual, 3-Year Operations and 10-Year Capital Program.
Forecast and plan for future facility and operational needs.
Provide oversight of the operation and maintenance of the Water and Wastewater Treatment Plants, and Water Booster Pump Stations to ensure safe, effective and efficient operations in compliance with all applicable legislation, regulations, policies and certificates of approval.
Manage and supervise assigned operations to achieve goals within available resources; plan and organize workloads and staff assignments.
Investigate all major operations difficulties and ensure that all repairs are completed, generating all necessary reports and records, coordinating with the relevant City Department to have required work completed.
Draft specifications and arrange and approve required materials and supplies, chemicals, contracted services for repairs and maintenance (excluding larger construction projects), and necessary parts and equipment supporting facility operations.
Manage human, financial (capital and operations), and technological resources effectively and efficiently.
Develop and administer departmental budgets, grants, and funding allocations.
Responsible for the financial management of the operation and assigned projects, including the development of department and project budgets, development of financial control procedures to track and predict costs against budgets, reporting on financial status, certification of invoices and work orders, and preparation of reports for funding of work.
Participate actively in both capital and operating budget preparations, develop and submit financial estimates and forecasts for approval; manage the Branch within approved budgets and existing financial guidelines.
Make procurement plans and process all invoices received on any procurement work for timely payment.
Ensure the requests and concerns of regulatory and compliance authorities such as, but not limited to, the Ministry of Environment, Conservation and Parks, Ministry of Health, Ministry of Labour, Immigration and Skills Development, etc. are carried out to their fullest extent.
Responsible for ensuring all applicable conditions of Certificates of Approval, Licenses and permits such as, but not limited to, Environmental Compliance Approvals and Municipal Drinking Water License / Drinking Water Permits are being met, including all reporting requirements.
Qualifications:
Degree or diploma in a relevant discipline in Water and Wastewater, Environmental or Civil Engineering Disciplines.
Minimum of five (5) years of demonstrated progressively responsible experience in the management of large, unionized and highly diversified public or private sector organizations specializing in the operation and maintenance of complex facilities and treatment processes, including three (3) years in a Manager role or similar position.
Experience managing a highly complex unionized operational environment, including the various aspects of human resource management such as performance management, attendance management, labour relations, accommodations, etc.
Skilled in the management of change, working in a unionized environment.
Must have thorough knowledge of equipment use and capabilities, be reliable with ability to effectively supervise and instruct employees and be capable of dealing with the public in a courteous and tactful manner.
Water or Wastewater Treatment Operator Certification, especially as Overall Responsible Operator and Operator in Charge (or equivalents) would be an asset.
Must have and maintain a valid driver’s license.
