The Opportunity
In order to address the challenges brought on by constrained system capacity, aging major assets, and environmental sustainability, BC Ferries has recently launched a new Fleet Renewal organization that will see a large number of new major and minor vessels introduced to the fleet in the near term as well as significant builds and upgrades to shore-based infrastructure and facilities. These projects together form the largest capital investment in the company’s history.
The Manager, Workforce Planning & Analytics – Fleet Renewal is responsible for analyzing projected resource needs and effective staff utilization, to ensure the business has the appropriate crew available to meet the planned service schedules for the company’s new major and minor vessels. Working closely with Fleet Renewal project teams, Operational Managers, Staff Scheduling, and Talent Acquisition, the Manager, Workforce Planning provides recommendations and potential mitigations on an ongoing basis; forecasting resource needs that meet operational requirements and company objectives in accordance with operational policy, collective agreement, and regulatory rules and requirements for vessel and shore positions. This position will provide leadership and support to facilitate the delivery of sufficient and qualified staff to Operations.
The Role
Reporting to the Director, People & Safety Fleet Renewal, this role is integral to the achievement of company objectives, and you contribute value through key areas of oversight such as:
Developing and maintaining reporting metrics that foster resourcing decisions that are proactive and cost-effective supporting both operational and employee needs;
Optimizing budget and labour resource usage through strategic review of service plans, training requirements, leave approval, anticipated absenteeism, and effective forecasting of projected resource needs;
Assessing and identifying operational training and developmental needs to enhance operational efficiency;
Participating in annual workforce planning meetings in partnership with corporate workforce planning resources and union stakeholders;
Ensuring regulatory, operational, and collective agreement compliance to ensure a safe and secure marine system as they relate to the scheduling of crew resources;
Tracking and monitoring existing crew vacancies and internal movement, reporting out to critical stakeholders as required based on project timelines;
What you bring to the team
Bachelor’s degree in Human Resources, Business Administration, Finance, or related discipline
1-3 years experience conducting workforce analytics in a complex unionized environment

Additional Information
The target salary range: $105,200 – 131,500 per annum. The starting salary is determined based on the successful candidate’s knowledge and experience, and on internal equity.
