Position Conditions: This full-time permanent position of 36.25 hours per week will be offered in accordance with conditions identified in the Collective Agreement between the City of Brandon and CUPE Local 69. First consideration will be given to current City of Brandon CUPE employees. The City of Brandon reserves the right to underfill this position.

Rate of Pay: $39.94 - $41.96 (2025 Rates)

PURPOSE OF POSITION
Reporting to the Director of Finance, this position serves as the City’s subject matter expert in grant strategy and coordination, managing the full life cycle of grant revenue development. The role focuses on identifying funding opportunities, guiding proposal development in collaboration with departments, and ensuring compliance with reporting requirements. Acting as the primary liaison with funding agencies, this position provides strategic oversight and consistency across all grant activities to maximize value to the City, including delivering updates and recommendations to the leadership team.
TYPICAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Director of Finance, the Grant Specialist will manage and coordinate a portfolio of grant partnerships through the full grant cycle. The Grant Specialist will use their grant technical expertise and strong customer service approach to support the organization through the application process, assess project applications, support project monitoring, review reports and address requests for changes.
The Grant Specialist maintains a close liaison with the City Manager, Senior Leadership Team, and all departments. In addition, they maintain relationships with other government bodies, and regulators.
Planning & Service Delivery
Acts as primary grant revenue development contact for internal departments and acts as the liaison between grant governing body and the City of Brandon
Develops and measures key performance indicators as well as identifies priorities, opportunities, trends, and risks related to grant revenue development.
Establishes and provides reporting to senior management and department head as appropriate on status and progress of development of grant revenue.
Researches, identifies, and develops potential grant opportunities that align with City of Brandon strategic priorities, business plans and related annual budgets. This includes determining grant funding opportunities related to capital expenditures planned through the Capital budget process.
Collaborates with department heads to leverage relationships to generate grant funding opportunities ensuring consistent messaging to external Government agencies.
Ensures a high level of communication and customer service as the main contact for grant funding bodies.
Responsible for the required follow through for the life cycle grant agreement process with grant funding bodies/government agencies/stakeholders
Takes initiative to identify new projects available through grant funding to optimize operations or enhance services.
Analyzes and interprets the grant/fund requirements, understanding how they align with the business goals/plans, and clarifying issues.
Coordinates and schedules grant meetings with departments to review potential grant opportunities, the grant process, criteria, requirements, and reporting.
Leads and coordinates the support to departments with preparing grant proposal, applications, award acceptance, and submitting reports to granting agencies as required.
Assists with administrative matters or additional documentation required during the award granting period (scope changes, budget changes, etc.)
Utilizes a customer relationship management system for recording and tracking grant proposals, awards, deadlines, and other related grant lifecycle information.
In collaboration with departments, ensures projects have proper approvals.
through the budget process and/or amendments; prepares and submits briefing notes for approval as required.
As part of the annual budget update process, collaborates with departments to
provide project amendments and grant funding updates.
Administers and manages grant funds such as allocating funds to
projects, reconciling grant funds and returning any unused portions to granting agency.
Maintains knowledge of budgeting policies, grant funding policies, regulations, and procedures; presents changes to departments and advises on the implementation of changes, and on the impact of changes on funded operations.

MANDATORY QUALIFICATIONS & EXPERIENCE
Grade 12, G.E.D., C.A.E.C., or Mature High School Diploma;
Successful completion of a bachelor’s degree in business or related field;
Five (5) years of related senior experience in grant revenue development, growth revenue strategies in a large complex organization, preferably in a government setting.
PREFERRED QUALIFICATIONS & EXPERIENCE
A combination of education and experience may be considered.
