Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Under direction from the Manager, Transit Operations & Maintenance This role plays a part in supporting the delivery of safe, reliable LRT service to the community. This role brings a level of technical and functional oversight and support to the operation and preparation for in service state of LRT Systems. The role is on the front line as the first point of contact between stakeholders. This role provides support to provide customers with high-quality transportation through safe, fast, on-time, andefficient service delivered under contract agreements. Maintains customer-first focus within the LRT programs.
What will I be doing?
Supervises services through the planning and implementation of operational guidelines that meets service demand
Plays a role in the operational plan execution and continuous support for the implementation of business and operation plans
Assists in developing and implementing appropriate processes, procedures, and measures to ensure that all safety, regulatory and legal requirements related to the area of responsibility are fulfilled.
Oversees the daily contractor and consultant performance; institutes measures and controls to ensure full compliance with agreement terms and conditions both contractually and regulatory, governing the delivery of services and identifies elements to improve the performance, efficiency, and quality of the railoperation, including additionaltrack infrastructure, signaling,fleet functionality improvements,and communication systems
Manages quality assurance programs for contracts, monitors key performance indicators, and facilitates corrective actions
Communicates regularly with various internal and external stakeholders, partners, government representatives, contractors, and vendors to advise, communicate, educate, negotiate and/or persuade on issues within the scope of responsibility.
Conducts and manages operational planning in alignment with organizational strategic plans, including discussion/negotiation with other business units.
Supervises the delivery of LRT services to provide safe, effective, and efficient movementof customers
Participates in implementing policies and procedures, teamwork flows, structures and SOPs, creating greater efficiency and operational excellence.
Supports an environment of continuous learning and improvement, ensuring the use of regular evaluative practices and post-implementation reviews and opening channels of communication that invite suggestions and innovative ideas.
Ensures full compliance with all external regulatory agencies and partners; required permits and approval; heightens awareness of the priority Metrolinx places on safety; represents Metrolinx with regulators as needed.
Adheres to the targets set out in the annual and long-term budgets and staffingplans that adhere to corporate standards and applicable legislation
Administers relevant agreements, budgets and contracts; reviews and approves expenditures and service standards.
Meets service delivery objectives and manages departmentactivities within budgetary limits
Adheres to processes, controls and measures to ensure appropriate expense allocation, cost management, and overall fiscal responsibility; provides management with regular status and financial/budgetary reports.
Assists in investigations for potential financial alternatives for operational activities.
Other duties as assigned.
What Skills and Qualifications Do I Need?
Completion of a degree in Business or Engineering, or a related discipline – or a combination of education, training and/or experience deemed equivalent
Progressive experience in the transportation and/or public transit sector
Achievement of a project management certification, such as Project Management Professional (PMP), would be an asset
Knowledge of Human Resources legislation (e.g. Employment Standards Act, OccupationalHealth & Safety Act, etc.)
Knowledge of the applicablelegislation and railway operating rules affecting railway, environmental, public, andemployee safety is required
Knowledge of transportation, engineering,and planning is also required to identify potential inadequacies, evaluate plans developed by others, andensure that Metrolinx has an understanding of the most appropriate rail transportationanalytical tools
Experienced based on commuter rapid transit (e.g. LRT, BRT) system planning, design and delivery, which may include surface and subway mainline and stations, maintenance of RT systems, related storage yards, etc.
Understanding of the System Safety Certification processes
Knowledge of some of the key transit systems, such as; systems signalling and train control, SCADA, Communications, Trackwork, Vehicle and Wayside Interfaces, Traction Power Design, Power Supply and Distribution, Mechanical, System and Train Simulation, Tunnel’s, and Fire Life Safety System.
Experience with vendor management to manage development anddelivery of externally provided products andservices and monitor servicedelivery and performance against contract provisions
Knowledge and understanding of information technology (IT) capabilities and the budget planning and monitoring process
Proficiency in MS Office (e.g. Outlook, Word, Excel, PowerPoint, etc.)
Interpersonal and oral/written/presentation skills to assist with the preparationof reports and presentations, new directions, or recent findings inoperations studies and present to technicaland non-technical audiences
