Detailed OverviewReporting to the Manager, the Supervisor, Population & Public Health is responsible for overseeing and coordinating the local delivery of Population & Public Health services by administrating, planning, developing, implementing, and evaluating the effectiveness, efficiency and accessibility of the services. Monitors, reviews, and revises policies, procedures and standards, supervises designated staff, orientates, trains and evaluates staff performance and plans for ongoing staff training needs. Collects and analyzes statistics utilizing caseload statistical data and community needs, participates in the budget process, recruitment and selection of staff and consults and liaises with other Population & Public Health staff, other Health Authorities, community groups, and agencies.
Responsibilities
- Supervises designated staff by methods such as scheduling and coordinating work assignments and delegating work activities in accordance with the service needs. Evaluates and corrects employee performance, conducts performance evaluations, ensures staff meet and maintain professional nursing standards of practice through a process of education, observation and evaluation and reviews nursing documentation for accuracy. Collaborates with the Manager, and others to identify and recommend training/skill enhancement for designated staff.
- Oversees and coordinates the delivery of Population & Public Health services by planning, developing, implementing and evaluating the effectiveness of the local delivery of the services provided to the Community. Monitors, reviews and revises policies, procedures and standards related to the care provided and collaborates with the Manager, as required.
- Plans, implements and evaluates orientation of new Public Health Nurses and designated staff; arranges student nurse field experience as required in collaboration with educational facilities.
- Ensures staff are familiar with designated program policies and directives through a process of orientation and by regular communication and updates and identifies local Public Health goals and objectives.
- Participates in the development of standards of nursing care, and long term planning by reviewing, evaluating, and making revisions and recommendations to the Manager.
- Oversees and participates in the selection of new staff through methods such as determining vacancies, conducting interviews in collaboration with Human Resources personnel, assessing clinical skills and making hiring decisions in conjunction with the Manager.
- Collects and analyzes statistics such as immunization or communicable disease rates and identifies trends and issues in Public Health.
- Contributes to the development and implementation of new programs to meet emerging local health and population needs and/or identified priorities.
- Supervises the organization and management of vaccines and biologicals and the ordering and maintenance of adequate supplies and equipment to support Population & Public Health services.
- Participates in the budget process by analyzing priorities and recommending purchases, FTE allocations and resource utilization for Population & Public Health services.
- Participates in local, regional health, and/or provincial health planning by attending meetings and committees, facilitating the resolution of issues and representing Fraser Health Population & Public Health services and community interests.
- Promotes evidence based practice through methods such as collaborating with others and promoting staff awareness and involvement in research and educational activities, identifying practices/issues that require research and collaboration in the development of ongoing education.
- Participates as a member of the Population & Public Health leadership team to promote and provide Population & Public Health services to the community by interpreting the role of Population & Public Health to the community, groups and organizations.
- Develops and maintains effective and efficient communication links with the community by liaising with community agencies, schools, contracted partners, and/or various health related committees. Develops and maintains professional liaisons with health care professionals.
- Supervises and coordinates quality improvement and risk management activities for the program through methods such as evaluating effect of changes in practice, generating recommendations for alternative approaches to practice, and recommending changes to selected practices, procedures or protocols.
- Follows-up on incidents concerning staff and/or clients by methods such as investigation, collecting data, conducting safety audits and taking corrective action, compiling incident follow-up forms and ensuring that critical incident stress debriefing sessions are held as appropriate.
- Compiles and signs time sheets, leave management forms and travel vouchers.
- Performs other related duties as assigned.
QualificationsEducation and ExperienceBachelor Degree in Nursing (BScN) with community health content from a recognized university. Current practicing registration as a Registered Nurse with the British Columbia College of Nurses and Midwives (BCCNM). Four years' recent related experience in nursing including three years in Public Health nursing in the designated clinical area and one year of combined nursing supervisory and nursing leadership experience. Completion of post graduate course work and/or certification applicable to the designated clinical area. Valid Class 5 Driver's License and access to personal vehicle.
