Core Functions:
The Business Liaison Specialist will be responsible for assisting Cree businesses in meeting the necessary qualification to submit bids on offers of work posted by the Société de développement de la Baie-James (SDBJ). They will work closely with the committee consisting of Société de développement de la Baie-James (SDBJ), Société du Plan Nord (SPN) and Cree Nation Government.
The incumbent will also be responsible for the development and implementation of training sessions to inform and assist Cree entrepreneurs in building their capacity to build submissions, cost of work, and understanding the application processes of the SDBJ. In addition, the Business Liaison Specialist will be responsible for the promotion of the posted work to the Cree entrepreneurs and businesses.
Functional Responsibilities:
Develop and oversee the Entrepreneur Assistance Program that will provide a link between Cree entrepreneurs and Cree businesses within SDBJ.
Plan, implement, and provide training/technical support for Cree entrepreneurs and Cree businesses in all aspects of bidding and submitting a proposal on work advertised by SDJB.
Ensure coordination and collaboration of external information sources on offers of work advertised and ensure that the Cree entrepreneurs have access to the information on upcoming SDBJ works and potential contracts.
Organize training sessions/workshops on costing out bids and submissions to ensure that the bids and submissions are competitive and maintain acceptable margins of profit.
Develop and maintain various tracking tools to monitor outreach and communication objectives.
Prepare training sessions to increase capacity and ability to submit bids under the SDBJ and the SEAO procedures for SDBJ work.
Follow up and monitor Cree entrepreneurs on performance results (activities) and reporting requirements related to SDBJ contract works.
Coordinate joint meetings with Cree Nation Government, SDBJ, and SPN to monitor progress of the job initiatives.
Maintain a list of Cree businesses in the sector and related equipment lists.
Administrative Responsibilities:
Prepare and deliver capacity-building training seminars.
Prepare an annual work plan for submission to SDBJ.
Provide financial workshops to Cree entrepreneurs on project bids, project work reports and financial reporting on contracts.
Oversee administrative budget, authorize purchase of supplier, submit to DCI all invoices for payments and track expenses for the office budget.
Enter into the Cree Nation Business Registry & Opportunities platform all offers of work from SDBJ and ensure all registered Cree-Certified businesses receive notification of the offer of work.
Maintain a listing of all bids, all successful bids and reasons for success and or failure to obtain contracts (should be provided by SDBJ, if possible).Maintain a list of upcoming contracts and works.
Reporting Responsibilities:
Prepare and report quarterly to CNG, SDBJ, and SPN on work plan objectives and results obtained.
Prepare exit reports on all meetings, training, and public information campaigns.
Other Responsibilities:
Maintain up-to-date knowledge and skills in area(s) of responsibility.
Perform other duties as required.
Qualifications:
Education
Bachelor’s degree in Economics, Business, Public Administration or related field.
Experience
Three to five years of relevant work experience.
Language:
Fluency in verbal Cree is an asset.
Fluency in English.
Fluency in French.
Knowledge and Abilities:
Working knowledge of SDBJ and SEAO contracting processes.
Proven ability to communicate effectively, including carrying out public presentations.
Proven ability to be discreet and maintain confidentiality.
Knowledge of finance and budgets.
Good attention to detail and accuracy.
Good organizational skills and the ability to coordinate multi-tasks and respect deadlines.
Good judgment and proven ability to problem-solve.
Demonstrated ability to take initiative.
Demonstrated ability to work under pressure and to adapt to a changing environment.
Proficiency in Microsoft Office products.
Additional Requirements:
Typical office setting where there are no unusual physical demands.
Willingness to travel frequently.
Knowledge of worksite safety procedures.
Valid Quebec Driver’s permit.
The Cree Nation Government may, at its discretion, waive any or all of the aforementioned requirements if a suitable candidate who is a JBNQA beneficiary accepts to follow a training plan determined by the Cree Nation Government as a condition of employment.
