The Director of Decision Support is tasked with oversight of the organization’s data and information governance while mentoring a high-performing team of data specialists. This team serves as the primary source for performance data and other data sets that provides insights and informs corporate decision-making and fulfilling both internal and external reporting legislative and compliance requirements.
Looking ahead, the Director of Decision Support will lead the initiative to establish a data governance strategy, enhance data analytics, develop the data architecture team, and manage health records.

A robust background in data governance, data analytics and science, exceptional management capabilities, and expertise in complex information implementation, and risk analysis are crucial. Our strategic plan for 2025-2029 outlines our approach to optimizing efficiencies by integrating data and harnessing innovation and technology.
Responsibilities:
- Coordinates the development and maintenance of an enterprise data strategy.
- Oversees the secure and efficient collection, processing, and use of data to support data informed strategic and tactical decision-making by Ornge.
- Establishes the strategic direction of data governance and management at Ornge in alignment with Ornge’s Strategic Plan, Operating Plans, and daily operational needs, which includes developing master data strategies and developing and maintaining the data governance framework.
- Oversees Data Architects and Business Intelligence Analysts in the building and maintenance of Enterprise Data Strategy measures, facts, dimensions, master data sources, dashboards, reports etc. with quality controls in place.
- Directs the strategic automation of data discovery and analysis, particularly using AI.
- Oversees decision support data analysis, modelling, projects from conception through to successful implementation.
- Stays abreast of emerging data management trends and assesses their potential impact.
- Oversees health records management – the secure collection, processing, integrity, and use of records of personal health information created or received in connection with Ornge’s ambulance operations, and the management of access requests from the public and partners.
- Oversees compliance with Ornge’s reporting requirements under its Performance Agreement with the Ontario Government (Ministry of Health) and the quality and research activities that support various quality management initiatives to increase quality and efficiency.
- Gathers and communicates business and financial information regarding business results and to provide support for business decisions.
- Serves as the primary liaison between the Decision Support department and other business units, executive management, and external partners. Communicates Decision Support strategies and initiatives effectively across all levels of the organization.
- Collaborates with partners to define and measure key metric to enable communication of success metrics across the business.
- Prepares and monitors the annual departmental budget and long-term Decision Support related financial forecasts (operational and capital).
- Participates in Ornge operational and financial planning process.
- Evaluates the financial impact of decisions and develops strategies to address financial resource issues.
- Identifies and implements process and technology changes to improve and address challenges in our systems and reduce non-value-added work for their team.
- Focuses on data integrity and quality to provide greater insights and timely analysis, leading to better data-driven decision making.
Qualifications:
- Bachelor’s degree in related field (i.e. Data Governance, Computer Science, Information Systems, Data Science, Business Management, Engineering, Statistics) from a recognized university.
- 10+ years in decision support or enterprise analytics experience (Senior Manager or Director).
- Certifications related to data governance or related fields such as Certified Data Management Professional (CDMP).
- Strong working knowledge of data architecture, data structures, algorithms, client-server, and web-based architecture.
- Understanding of statistics and methods, including reliability/validity assessment, and research/audit conventions.
- Influence, negotiation and strong communication skills – will communicate regularly with the executive team regarding department strategies.
- Solid relationship building skills to work closely with internal departments to facilitate analysis, interpretation, and reporting of key performance indicators.
- Acts as a liaison with the Ministry of Health on data analysis and compliance reporting.
